What are the responsibilities and job description for the Transportation Project Manager position at City of Tukwila?
The City of Tukwila is in search of a Transportation Project Manager. Under the direction of the Senior Program Manager for Transportation and the City Engineer, the Transportation Project Manager performs professional level project management activities and coordinates all aspects of large, complex capital improvement projects. This role will increase the capacity of the Public Works Engineering Division and will focus on delivering safe, reliable, and cost-effective streets, bridges, pedestrian facilities, and traffic operations support.
The position will plan, coordinate, and direct the development of plans, specifications, and cost estimates for design, technical services, and construction contracts supporting the City’s transportation infrastructure. You will also contribute to the overall management of critical traffic control devices and pavement preservation through asset management, preventative maintenance plans, and risk identification and mitigation. You will have the opportunity to contribute to the prioritization of capital projects and programs and inform the biennial budget development process.

About the Public Works Department:
The Public Works Department provides the foundation for high quality of life in Tukwila by protecting the health and safety of residents, visitors, and businesses. The Department is responsible for design, construction, operations, and maintenance of the City's essential transportation, water, sewer, and surface water infrastructure. Public Works also supports other departments through the management and maintenance of the City's vehicles and facilities assets. The department is comprised of 67 employees organized into four divisions: Administration, Engineering, Maintenance & Operations, and Fleet & Facilities.

Salary Range:
$10,286 - $12,504 per month. This position is represented by the Teamsters 763.

- Manage consultant and construction contracts in compliance with Washington state procurement laws.
- Coordinate with other project managers, local agencies, and regional service providers to understand transportation system needs, long-range plans, and user impacts.
- Coordinate with other divisions and departments regarding project coordination and infrastructure standards development.
- Ensure compliance with Federal Highway Administration regulations and WSDOT’s Local Agency Guidelines and Construction Manual on federally funded projects.
- Evaluate and make recommendations regarding traffic control and flow following the Manual on Uniform Traffic Control Devices (MUTCD) and exercising sound engineering judgement.
- Provide technical expertise to support design, permitting, and construction of repair and replacement projects for bridges, pavements, pedestrian facilities, associated utilities, and traffic control systems.
- Contribute to code changes and enforcement of local ordinances with respect to traffic impact fees, infrastructure standards, right of way management, and development regulations.
- Provide technical expertise to support growth management and long-term transportation system planning as zoning and land use patterns evolve.
- Stay abreast of technological advances and regulatory requirements affecting the transportation industry.
- Contribute to the City’s budget development process by providing input to the 6-year Capital Investment Program, understanding operations and maintenance costs, regulatory requirements, economic forecasts, and other factors driving utility rates.

TRAINING, EXPERIENCE AND LICENSING REQUIREMENTS (Position requirements at entry):
- An ABET accredited bachelor's degree in Construction Management, Environmental Science, Engineering, or a related field
- Five years of project management experience;
- Or an equivalent combination of education and experience which provides the knowledge, skills and abilities sufficient to perform the essential elements of the job.
- A valid driver's license is required.
PREFERRED QUALIFICATIONS:
- Registration as a Professional Engineer (PE) within the State of Washington or the ability to obtain registration within 6 months
