ABOUT THIS JOB
Position Specific Summary
The Engineering Manager position with the City of Tucson’s Environmental Services Department manages environmental and engineering consultants working on environmental services programs and construction projects and manages the design and construction budget.
Work is performed under the supervision of the Environmental Services Administrator. This position exercises supervision over division personnel.
Duties and Responsibilities
  • Coordinates the preparation of Capital Improvement Project(s) (CIP), capital budgets, capital plans, and maintains complex CIP records. Oversees construction of projects and contract administration by providing project designs and ensuring CIP compliance. Completes the evaluation process of professional engineering consultants. Serves as a technical advisor and maintains ongoing communication with project stakeholders on CIP statuses to ensure milestones are met.
  • Prepares and issues performance evaluations, supervises staff, and participates in disciplinary actions by providing input and recommendations. Approves timecards, leaves, and evaluates positions for workflow efficiencies. Ensures division personnel is in compliance with current engineering laws and regulations through training and meetings.
  • Oversees and reviews estimated project budgets, as well as design, construction, permit, and other applicable costs. Ensures accuracy of presented work order estimates, scopes, and budgets to project stakeholders. Confirms the requests for purchase orders and issued Notice to Proceed (NTP) authorizations to awarded contractors. Reviews requested change orders and processes pay applications as submitted by consultants and contractors. Obtains budget approvals accordingly from authorized personnel, and tracks updates to expenditures to adhere to project budgets.
  • Oversees division personnel, project stakeholders, and all invested parties to ensure schedule designs and construction milestones are met per awarded contracts. Meets with design team including the project managers and consultants to establish scope of work for fee proposal requests. Participates in the internal review of progress drawings and specifications and gets final approval for distribution back to the design team. Provides department and project stakeholders with expertise in project design matters. Ensures completed project is in alignment with as-built drawings by reviewing and signing off with approval. Attends regularly scheduled design review meetings both in-office and at project sites.
  • Provides direction and participates in the creation of bid requests for on-call contracts and collaborates with the Procurement division to create a formal Invitation for Bid (IFB). Holds pre-bid conferences with Procurement personnel to evaluate bids for completeness. Responds to contractor questions and issues amendments to IFB. Provides recommendations to departments and project stakeholders.
  • Performs all other duties and tasks as assigned
Working Conditions:
Reporting location at Thomas O. Price Service Center
Work schedule may include early mornings, late evenings, and incidental weekends.
Often works in the field at active construction sites with exposure to physical, ergonomic, hazardous environments, and loud noises.

MINIMUM QUALIFICATIONS
Education: Bachelor’s Degree

Experience: Five (5) years of directly related experience

License/Certification:
Valid and unrestricted driver’s license with two (2) years of licensed driving

Professional Engineering license issued by the Arizona Board of Technical Registration

Registered as a Professional Engineer in the State of Arizona or in another state having a reciprocity agreement with Arizona is required at the time of application. If you are registered in another state, please visit the website http://www.btr.az.gov.

Equivalency: Any combination of relevant education and experience may be substituted on a year-for-year basis.

PREFERRED QUALIFICATIONS
Bachelor’s degree in civil engineering or related engineering discipline

Supervisory experience in an engineering discipline

Project Management Professional or related Project Management Certification

Experience interpreting construction documents, including plans, specifications, and design standards

Demonstrated ability to generate quality written work products involving policy development issues

Demonstrated ability to communicate complicated policy or strategies to various groups of staff and citizens with a wide variation of expertise

Experience in vertical construction management, vertical construction design, international building codes, specification writer, ability to read construction plans and interpret specifications, and permitting process
