The City
Torrance California, the eighth largest city in Los Angeles County, is a vibrant coastal city situated in the South Bay region of Southern California. The Department
The Information Technology Department is responsible for the administration of the City's information and communications systems and infrastructure. Services include the planning, procurement, delivery, maintenance and training which support the business functions of City departments through technology. The Information Technology department's responsibilities include: Computer hardware systems, Data and telecomm infrastructure, Data management, Information security, Radio and wireless communications, Software and applications, and Telephone and voice systems.
The Position
The City of Torrance is seeking a strategic and results-driven individual for the position of Project Manager - Information Technology. This position supports the Information Technology (IT) Department by managing and coordinating diverse technology projects across the City, including enterprise systems implementation, applications development, infrastructure upgrades, audio/visual enhancements, and other IT-related initiatives. The Project Manager serves as the primary liaison between departments, vendors, and project stakeholders, ensuring that projects are delivered on time, within scope, and within budget while meeting business objectives and regulatory requirements.
- IT Project Leadership and Delivery: Lead and manage a portfolio of technology projects, ensuring successful delivery of enterprise systems, applications, infrastructure, and digital initiatives on time, within scope, and within budget.
- Cross-Departmental Collaboration and Stakeholder Engagement: Serve as a central liaison between City departments, vendors, and stakeholders to align technology solutions with business needs and ensure clear communication throughout the project lifecycle.
- Project Planning, Governance, and Reporting: Develop comprehensive project plans, schedules, budgets, and documentation while monitoring progress, managing risks, and providing regular updates to leadership and key stakeholders.
- Vendor and Contract Management: Oversee vendor relationships, including procurement coordination, contract administration, and performance monitoring to ensure compliance with City standards and project objectives.
- Technology Solutions Coordination: Coordinate the implementation of enterprise applications, infrastructure upgrades, cybersecurity initiatives, and audio/visual technologies, aligning efforts with industry best practices and organizational goals.
- Continuous Improvement and Team Leadership: Provide guidance and mentorship to project teams, promote best practices, and conduct post-project evaluations to strengthen processes and support a culture of accountability and continuous improvement.

Any combination of education and experience that would provide the required knowledge and skills is qualifying. A typical way to obtain the required knowledge and skills would be:
A Bachelor’s degree in Information Technology, Computer Science, Business Administration, Project Management, or a related field and five (5) years of progressively responsible experience managing IT-related projects, preferably in local government or public-sector environment. Experience supporting projects in applications development, enterprise systems, infrastructure upgrades, and audio/visual technologies is highly desirable.
License and/or Certificates
- Project Management & Agile
- PMP, PMI-ACP, PRINCE2, or Certified ScrumMaster (CSM)
- IT Service & Governance
- ITIL Foundation or equivalent
- Technical Knowledge Enhancement
- Certifications in Microsoft, Cisco, cloud platforms, or database administration relevant to the project scope
Ideal Candidate
Successful candidates will possess the following:
- Proven ability to successfully manage multiple complex IT projects simultaneously, from initiation through completion, in a public sector or similarly structured environment;
- Strong knowledge of project management methodologies, including Agile, Waterfall, and hybrid approaches, with the ability to apply the appropriate framework based on project needs;
- Relevant project management certification(s) such as PMP, PMI-ACP or equivalent, demonstrating formal training and a strong foundation in industry-standard project management practices;
- Demonstrated experience coordinating cross-functional teams and building effective working relationships with technical staff, business units, vendors, and executive stakeholders;
- Experience with vendor management, procurement processes, and contract oversight in alignment with organizational policies and regulations;
- Commitment to continuous improvement, including evaluating project outcomes and implementing lessons learned to enhance future performance;
- Excellent organizational, analytical, and problem-solving skills, with a high level of attention to detail and accountability; and
- Strong communication and interpersonal skills, with the ability to clearly convey technical concepts to diverse audiences and provide concise, effective project updates to staff, vendors, management, and executive leadership.
