Description
This position develops and implements neighborhood and housing programs focused on revitalizing commercial and residential properties, improving affordable housing, and fostering economic development. Secures and manages grants and related funding to support rehabilitation efforts, while mediating between stakeholders such as landlords, contractors, and residents. Prepares reports, maintains program data, and ensures compliance with federal regulations.
Duties include, but are not limited to the following,
Experience
Three (3) years of experience in housing revitalization, affordable housing, neighborhood programs, project management, or related experience.
Candidates must have the minimum amount of work experience. Years of experience are based upon a full-time work schedule (2,080 hours per year). The sum of an applicant's full-time and/or part-time qualifying work experience must meet or exceed the stated minimum qualification. Education will not substitute for the required work experience; however, related unpaid and/or volunteer work experience may be used as qualifying work experience.
Education
Equivalent to a bachelor's degree in Public Administration, Business Administration, Planning, or related field.
The term "equivalent" means that directly related work experience exceeding the required work experience will substitute in equal one-year increments for college-level education (2 additional years for an associate degree and 4 additional years for a bachelor's degree).
Professional Licensure And/or Certifications
Valid Driver's License

Description

- Assists in the development, execution, and evaluation of revitalization programs including commercial faÃ
- ade improvements, residential rehabilitation, and slum/blight removal
- Identifies, recommends, and develops CDBG, HOME, and related grant-funded projects aimed at revitalizing commercial and residential areas.
- Explains federal program requirements to City staff and the public in non-technical terms; mediates disputes among contractors, property owners, and program participants.
- Develops and maintains project databases; prepares reports and tracks program statistics to ensure compliance with federal and local requirements.
- Evaluates subrecipients, consultants, and participants for adherence to program guidelines; conducts inspections, reviews payments, and provides technical assistance.
- Represents the City at meetings and conferences; delivers verbal and written presentations to City Council, boards, commissions, and citizen groups.
- May perform responsibilities of a similar nature and level as assigned.
