Position Summary:

The purpose of this position is to manage, coordinate, and oversee the daily operations, services, and development of the City’s Transportation Division, inclusive of Transit services, while also providing operational oversight and coordination of the City’s fleet assets, including shuttle buses and municipal vehicles. 

This position ensures efficient, safe, and cost-effective transit and fleet operations, supporting both service delivery and asset management functions across the City.


Position Scope:

This is a mid-level management and Essential Personnel position. The incumbent exercises independent judgement in managing transportation and transit services, transportation infrastructure, and coordinating fleet-related operations, working closely with the Fleet Department and City leadership to ensure continuity of operations and service excellence.

  • Develops and implements policies, procedures, and performance standards for all areas of shuttle operation. 
  • Directs and supervises daily transit operations, ensuring high-quality service delivery.
  • Plans transit routes, work assignments and equipment allocations to meet operational goals, including daily shuttle service, regional connectivity, and City sponsored events.
  • Oversees dispatch operations, including emergency response coordination for personnel and vehicles. 
  • Coordinates and conducts personnel recruitment, training and orientation. 
  • Monitors and evaluates operational performance using ridership data, service metrics, and customer feedback.
  • Ensures compliance with all Federal, State, County, and local regulations related to public transit operations, including System Safety and Security Program Plans.
  • Manages fleet condition, utilization, and lifecycle needs, including identifying replacement and maintenance priorities.
  • Analyzes operations and implements changes as required to ensure efficiency and effectiveness of both transit services and fleet usage. 
  • Responds to inquiries concerning transportation services; resolves passenger complaints and service issues.
  • Maintains documentation and prepares reports on service and equipment, including vehicle inspections, mileage, travel time, ridership, maintenance coordination, accidents, injuries, and incidents.
  • Routinely inspects vehicles according to Maintenance and Safety standards and procedures to ensure proper working condition.
  • Supports implementation and monitoring of fleet/shuttle related systems, including GPS, cameras, passenger counters, and related software platforms.
  • Builds and maintains positive working relationships with co-workers, other employees, and the public using principles of good customer service.
  • Coordinates with the Communications/Media Division to implement marketing, public relations, and promotional services for the shuttle program.
  • Conducts surveys of shuttle ridership and the community to monitor efficiency and effectiveness of services.
  • Develops, monitors, and adheres to budgets and fund allocations; assists with budget planning related to transit and transportation operations and fleet usage.
  • Identifies and recommends cost-control measures related to service delivery, fuel usage, maintenance coordination, and fleet efficiency.
  • Establishes and maintains local, regional, and national transit contacts beneficial to the City.
  • Assists the Director by coordinating with FDOT, MDT, FTA, and other funding or permitting agencies.
  • Establishes fleet/transportation management standards, preventive maintenance programs, and replacement schedules aligned with industry best practices.
  • Researches funding opportunities and assists with grant applications for capital and operational needs.
  • Manages and monitors operational technologies and service quality tools to ensure high levels of service delivery.
  • Serves as liaison between the City and the Office of the Citizens Independent Transportation Trust as well as assisting Finance with quarterly and annual reports.
  • Performs other related duties as assigned. 
  • Knowledge of transit operations and general fleet management practices, policies, and procedures.
  • Knowledge of legal and regulatory requirements for public transit systems, including operations, safety, and equipment standards.
  • Understanding of fleet coordination principles, including maintenance scheduling, vehicle utilization, and lifecycle considerations.
  • Knowledge of service contract specifications, funding and permitting agencies, route management and scheduling, and public relations methods.
  • Ability to develop and implement policies, procedures, and performance standards.
  • Ability to manage, supervise, and train personnel effectively.
  • Ability to coordinate transportation operations and fleet availability during routine and emergency situations.
  • Identifies funding opportunities, prepares grant applications, and manages reporting for agencies such as FDOT, FTA, MDT, and related entities.
  • Ability to communicate professionally with employees at all levels, service providers, City officials, and the public.
  • Ability to develop and administer budgets, analyze data, prepare reports, and maintain accurate records.
  • Strong organizational, analytical, and problem-solving skills.
  • Skills in management, supervision, public relations, and both oral and written communication.
  • Supports the Director with strategic planning, interdepartmental coordination, and policy development.
  • Conducts routine inspections of vehicles and equipment to ensure proper working condition.
  • Ensures adherence to all safety regulations, policies, and procedures for both transportation and fleet operations.
  • Ability to supervise the work of others in a manner conducive to high performance and moral, including occasional work outside of regular business hours. 
Required Education & Experience:
  • Bachelor’s degree in Public Administration, Business Administration, or related field preferred or (10) years related experience. 
  • Five (5) years of progressively responsible experience in transportation systems, fleet coordination, or related operations.
  • Minimum of two (2) years of supervisory or management experience.
  • Valid Florida Driver’s License.
Licenses and/or Certifications:
  • Possession of a valid Florida Class “B” Commercial Driver’s License (CDL) with Passenger Transport Endorsement preferred or required within one-year of position appointment.

On a continuous basis, sit at desk and/or stand for long periods of time.  Frequently required to operate a motor vehicle. Frequently required to see, hear and talk with employees and the public. Frequently required to read and/or present documents, write or use keyboard to communicate through written means.  Frequently required to climb or balance, stoop, kneel, crouch, taste, or smell. Intermittently twist and reach office equipment and field equipment and tools; on occasion lift or carry weight of up to 50 pounds.  Frequently exposed to wet and/or humid weather conditions, mechanical moving parts, vibration, high places, fumes and/or airborne particles, chemicals, loud noise, and risk of electric shock.  Specific vision requirements include close vision, color vision, peripheral vision, depth perception and ability to adjust focus.

Salary : $70,452 - $115,541
