Your job in the department is to . . .  
Under direction, plans, organizes, and manages engineering and construction management projects including design and construction of City public works facilities including streets, utility systems, reservoirs, treatment plants, public building, and other projects as assigned; prepares plans and specifications; performs engineering studies; manages contract services; and responds to questions and inquiries from the general public, developers, contractors, engineering professionals, and City staff regarding engineering and development projects.  This position also assists with private development review.

Project Management

  • Coordinates, manages, and monitors progress of assigned projects and programs at all stages of development including capital improvement project construction of City public works facilities including streets, utility systems, reservoirs, treatment plants, public buildings and other projects as assigned.
  • Serves as project manager for assigned projects from conception through implementation; develops requests for bids and awards projects; manages work of consulting engineers and public works contractors; meets with consultants and contractors to discuss City requirements; reviews plans; monitors project progress; inspects work to ensure compliance with plans and specifications; reviews and recommends approval of progress payments; recommends approval or denial of change order requests; approves final product; presents to Council for approval; closes contracts.
  • Manages consultant design contracts including responsibility for technical adequacy and financial control; prepares reports as necessary.
  • Analyzes City infrastructure and formulates plans and/or projects to maintain effectiveness and economic operation.
  • Performs engineering studies or manages consultant performed studies of City infrastructure to develop comprehensive plans including alternative analysis for project development.

Ensure Compliance

  • Reviews plans for plats and development projects; attends preapplication and preconstruction meetings between various City staff and developers to discuss proposed projects and communicate public works development requirements.
  • Conducts development reviews for private development within the City; reviews pre-application submittals; ensures compliance with City design standards, state regulations, and municipal codes; approves plans.
  • Conducts private development inspections to ensure compliance with approved engineering plans.
  • Prepares or oversees the preparation of plans and specifications for public works projects from conceptual design through construction.

Research & Forecast Funding

  • Prepares cost/benefit analysis for plan/project alternatives; presents recommendations to management staff for approval.
  • Represents the City in regional forums and identifies potential project funding sources.
  • Assists management staff in the preparation of the Engineering Division annual operating budget requests.
  • Monitors capital project expenditures against authorized budget limits to include design, construction, and staffing costs.

Customer Service & Interdepartmental Collaboration

  • Responds to questions and inquiries from the public, developers, contractors, engineering professionals, and City staff regarding engineering and development projects.
  • Coordinates with management staff regularly on projects and provides technical assistance to maintenance operations.
  • Coordinates with other City staff on completing capital improvement projects; provides technical construction management support to other departments.
  • Attends and makes presentations at the City Council meetings regarding assigned engineering projects.
  • Reviews plans for plats and development projects; attends pre-application and pre-construction meetings between various City staff and developers to discuss the proposed project and communicate public works development requirements. 
  • Reviews plans prepared by other agencies for conflict with the City's existing and proposed systems.

Grant Writing

  • Writes grant proposals, follows up with local, state and federal programs, and works intimately with granting agencies. 
  • Has a keen understanding of grants and low interest loan programs in public utilities, environmental, water quality, and fish habitat and other related areas.

  • Provides support to Engineering staff by means of cross-training in different areas to back up other positions.
  • May provide support during emergency events.

MINIMUM QUALIFICATIONS

Minimum Education Level

Specifics: Equivalent to a Bachelor’s degree from an accredited college or university with major course work in civil engineering or a related field.

Minimum Experience Level

Specifics: Two years of responsible professional civil engineering experience.

Specifics: State registration as an Engineer-In-Training (EIT); progress toward registration as a Professional Engineer in the State of Washington.

Desirable Qualifications:  Proficiency in CADD, Bluebeam, GIS and Western Washington Hydrology Model desired.

WORKING CONDITIONS

Job Conditions: All staff positions at the City are required to be available to report to work during off hours in case of emergency and perform duties as assigned. Evening meetings may be required.


Work Location: City of Snohomish


Travel Primarily within City limits to city facilities, occasionally outside the city to attend trainings, recruitment activities, and other functions as needed. 


PHYSICAL DEMANDS


Environment: Standard office setting; frequent interaction with City staff and the general public; exposure to moderate noise levels. Indoor and outdoor environments; travel from site to site; incumbents may be exposed to noise, dust, grease, smoke, fumes, gases, and inclement weather conditions; work around heavy construction equipment; work or inspect in confined spaces.


Physical: Incumbents require sufficient mobility to work in an office setting; stand or sit for prolonged periods of time; requires a sense of touch, finger dexterity, and gripping with hands and fingers; operate office equipment including use of a computer keyboard; light lifting and carrying; ability to verbally communicate to exchange information. Incumbents require sufficient mobility to walk, stand, bend, stoop, or climb for prolonged periods of time; work with and around equipment and machinery; moderate or light lifting and carrying; operate motorized equipment and vehicles; ability to verbally communicate to exchange information.


Vision: See in the normal visual range with or without correction; vision sufficient to read computer screens and printed documents; and to operate assigned equipment.


Hearing: Hear in the normal audio range with or without correction.
