The Department of Public Works is responsible for providing quality infrastructure that conveys safe, efficient delivery of essential goods and services, providing clean and beautiful public spaces that maximize the natural environment to enhance the overall quality of life and delivers professional quality public service with a friendly and welcoming atmosphere.
Under the general direction of the City Engineer, in some cases independently, is responsible to determine the City’s vision in land surveying and to establish and implement the Department’s standards, procedures, systems, and guidelines as they relate to land surveying. Job duties must be performed with respect, integrity, objectivity, and in the City's best interest. This position requires a high level of confidentiality. Above average physical strength and stamina are required while performing the duties of this job. The employee is regularly required to stand, walk, bend, and handle materials which may range from 50 -75 pounds for limited periods. This work also requires lifting, standing, walking and reaching for long sustained periods.
Also required is the ability to perform tasks related to motions of the hands, legs, and back. The employee frequently is required to work outdoors in all climatic conditions and will experience some exposure to definitely disagreeable features requiring the appropriate use of Personal Protective Equipment (PPE). The employee is occasionally required to work evenings and long hours and be able to respond to call-ins after normal hours.
Provides lead direction and coordinates the work of survey crews, including participation in the assignment, scheduling, and training of staff.
- Performs checks for records of surveys, parcel maps, and subdivision maps presented by private sector land surveyors and engineers for technical correctness.
- Directs and administers contracting for professional land surveying adhering to City policies and procedures.
- Directs and administers the research of City ownership, right-of-way, and other property issues as they relate to City owned or managed properties.
- Updates City line descriptions and maps for the State of Wisconsin and Federal agencies.
- Utilizes computer systems for gathering data and operates CAD, GIS, and other automated engineering systems.
- Effectively supervises subordinates and directs compliance with all City ordinances and regulations.
- Uses sound surveying judgment and scientifically accepted methods in providing solutions and avoidances related to City related projects having impact on the municipality.
Associate degree in Civil Engineering with 4 years of related work experience required OR
High school diploma (or equivalent) and 10 years of recent and relevant experience as a land surveyor required.
Registration with the State of Wisconsin as a land surveyor or the ability to obtain registration within six (6) months required.
Possession of a valid driver’s license required.
Thorough knowledge of the laws, codes, principles, practices, modern methods, and techniques pertaining to civil engineering and construction.
Ability to plan, organize, assign, supervise, and inspect the work of subordinates.
Ability to perform difficult technical research and make comprehensive recommendations and reports.
Ability to operate CAD, GIS, GPS, and other automated engineering systems.
Ability to communicate effectively, both orally and in writing, with public, staff, City officials, the press, and the public.
Ability to effectively develop and communicate technical recommendations to Boards, Commissions, elected officials, and other governmental officials and the public.
Ability to communicate effectively in both written and verbal form with a variety of city personnel and members of the public, and to maintain effective working relationships with other staff, contractors, and participants
Strong knowledge of advanced mathematical principles.
Strong interpersonal, communication and organizational skills and a strong sense of responsibility and initiative.
Ability to work closely with supervision and coworkers in performing a variety of tasks.
Ability to work independently in a fast-paced environment with frequent interruptions.
