The Municipal Court is responsible for overseeing non-criminal traffic offenses and violations of city and village ordinances. Serving both the City of Sheboygan and the Village of Kohler, the Court is committed to delivering fair, impartial, and efficient justice. Its mission is to ensure accessible legal recourse for all community members, resolving cases in a timely, respectful, and cost-effective manner. Through its dedication to integrity and public service, the Court plays a vital role in upholding local laws and fostering community trust in the judicial process.


Under the direction of the Municipal Court Judge and Municipal Court Clerk, this individual performs statutory and administrative functions. These functions include but are not limited to various court record keeping and clerical duties and the assumption of responsibilities at court proceedings. This position requires discretion while working with the public. All City employees are expected to be honest and truthful at all times.

Essential Responsibilities:

  1. Completes and submits Department of Transportation Summons, Civil Commitment forms, Alcohol Assessments, and other court-related documents to the appropriate agencies.
  2. Issues hearing date notifications in accordance with statutory deadlines, as required by case needs or at the request of the Municipal Court Judge, attorneys, or pro se litigants.
  3. Prepares legal documents, reports, and statistical data in compliance with statutory mandates, office policies, and judicial procedures.
  4. Handles confidential juvenile records in accordance with legal privacy requirements.
  5. Creates and distributes court calendars for scheduled proceedings.
  6. Prepares files and minute sheets for the weekly court calendar and monitors files for next action.
  7. Verifies citation accuracy within the court database.
  8. Attends court hearings as needed to take minutes, mark exhibits, and administer oaths. May also prepare agendas and record minutes for various meetings.
  9. Calmly and courteously interact with defendants, attorneys, and police department and municipal staff to address questions and solve problems.


General Responsibilities:

  • Perform general clerical tasks, including assisting the public, generating form letters, filing and maintaining court documents, answering and screening phone calls, and monitoring incoming faxes.
  • Collect and issue receipts for payments received at the Municipal Court office.
  • Order and maintain inventory of court supplies.
  • Receive, sort, and process incoming mail.
  • High school diploma or equivalent required.
  • At least two years of responsible office experience, demonstrating proficiency in administrative tasks and professional communication, required.
  • Court Clerking experience preferred.
  • Working knowledge of office practices and procedures; proficiency in the use and understanding of business terminology; and the ability to follow oral and written instructions.
  • Ability to perform multiple tasks with constant interruptions and communicate effectively with individuals, both orally and in writing.
  • Ability to take direction from supervisory staff promptly.
  • Ability to clearly and concisely communicate with attorneys and other city personnel.
  • Ability to work effectively and provide guidance in a "small team" atmosphere; develop and maintain effective working relationships.
  • Ability to learn, interpret, understand and utilize legal terminology, including the preparation of legal documents. 
  • Requires a high sense of responsibility, accuracy, and initiative to work independently and productively with limited supervision.
  • Ability to efficiently utilize a personal computer system for automated record keeping, creating reports, scheduling and preparation of documents.
  • Ability to maintain a high level of discretion, confidentiality and integrity, and utilize good judgment, tact, and courtesy in dealing with employees and the public.
  • Ability to handle cash and reconcile receipts/reports. 
  • Must be able to type 50 WMP and have basic knowledge of computer software (Microsoft Word, Excel, Outlook Express). Court software used is TiPSS and prior working knowledge of that software will be helpful.

Work Environment:

Employee frequently must stand, walk, sit, talk, hear, and reach with hands and arms on a frequent basis. Employee occasionally must lift, bend, stop, and retrieve files and boxes weighing up to 25-30 pounds. Position requires the operation of office equipment and requires repetitive hand movement and fine coordination to operate computer equipment. Occasionally may be required to work varying hours. Salary : $45,469 - $58,094
