Recreation Supervisor

A. PURPOSE:
Under direction, plans, develops, organizes and implements the City's recreation program; coordinates the use of City parks, buildings and school facilities; determines community recreation desires and designs a program to meet those needs; develops and administers programs for "youth at risk"; and performs related duties as required.

B. DISTINGUISHING CHARACTERISTICS:
This is a single position classification reporting to the Director of Community Services. The position is responsible for a variety of recreation programs such as softball, baseball, basketball, youth soccer, swimming lessons and recreational swimming, "At Risk Youth," etc. The incumbent is responsible for developing funding sources for most of the programs. Due to the nature of the activities supervised, this position works very irregular hours.

C. ESSENTIAL FUNCTIONS:

(1) Plans, organizes, develops and supervises a number of recreation and youth programs; (2) determines the needs of the community and devises programs to meet those needs; (3) evaluates programs to determine their success and effectiveness; (4) determines sources of funding, i.e., grants, participant funded, gifts from service organizations, government funding, etc.; (5) prepares a budget and makes recommendations for new programs; (6) maintains liaison with social service agencies, service clubs and other philanthropic organizations and negotiates for funds; (7) searches for and makes application for grants and gifts from governmental and private service organizations; (8) develops a Recreation budget for incorporation into the Community Services Department budget; (9) visits other local agencies to get new ideas for programs and services; (10) recruits, hires, trains, evaluates and makes recommendations regarding discipline for a wide variety of temporary and part-time employees; (11) works with the Volunteer Liaison Coordinator to secure help in operating various programs; (12) compiles monthly reports of operations; (13) collects monies from participants of various programs to cover costs; (14) maintains accounting records on individual programs to determine cost effectiveness; (15) presents a marketing program to attract participation in activities; and (16) represents the City of Selma at meetings regarding recreation and parks programs and activities.

D. ESSENTIAL RESPONSIBILITIES:

1. General and Specialized Job Knowledge and Abilities:
(a) General Knowledge of: English spelling, writing, punctuation and syntax; some Spanish.
(b) Specialized Knowledge of: Principles, objectives and needs for parks and recreation programs; funding, budgeting and administration of parks and recreation programs; techniques of supervision, training and persuasion; types of programs desired by the community; "at risk youth" programs; methods for promoting programs.
(c) Ability to: Formulate, organize, promote, supervise and participate in community wide parks and recreation programs and activities; speak and write effectively; supervise and train subordinate personnel; prepare and administer a budget; secure grants and funds; establish and maintain cooperative working relationships with City personnel, commission members and representatives of public and private agencies and organizations.

2. Resources, Including Money, Equipment, Materials and Records: Parks and facilities used in parks and recreations programs; monies collected from program participants; sports, recreational and hobby equipment; vans used in transportation; office equipment; accounting records and reports on programs.

3. Solving Problems: Determining which programs are viable and which need to be cancelled; securing sufficient funds to operate programs; supervision of personnel and volunteers; resolving disputes and protests over calls by referees and umpires; scheduling personnel and facilities.

4. Performance of Others: Paid staff and volunteers; functional supervision of program participants.

5. Relations with:
(a) Internal Relations with: Director of Community Services; City Manager; City Council; Volunteer Coordinator; other city employees.
(b) External Relations with: Recreation program participants; private and public social agencies in the community and county; other governmental agencies; business community; general public.

6. Communications:
(a) Oral: Instructions; conferences; negotiations; speeches.
(b) Written: Letters and memos; reports; contracts; budget.
(c) Visual: Condition of buildings, parks and recreation areas.
(d) Auditory: Noises; meetings; conversations.

7. Safety:
(a) Hazardous conditions: Minimal in office to moderate when inspecting facilities.
(b) Frequency: Daily.
(c) Consequence: Light injury.

8. Tolerance of Job Conditions: The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. Controlled environment a majority of the time; may be exposed to heat, cold, dust, etc. when observing playgrounds, schools and parks.

9. Physical Aptitude:
(a) Average motor skills.
(b) Minimal physical application in moving from site to site; possible moving or lifting boxes or equipment up to 50 lbs.

10. Application of Mental and Physical Effort: Requires a high level of concentration for extended periods of time. Physical effort is light to occasionally moderate.

E. PREREQUISITES:

1.Education and Experience: Any combination equivalent to graduation from an accredited college or university in recreation, community service, public administration or closely related field and three (3) years increasingly responsible experience in the development and implementation of a parks and recreation program. One (1) year of said experience should be at a supervisory level. (Speaking and understanding Spanish is desirable.)

2.Licenses, Registrations, Accreditation, etc.: Possession of a valid Class C California Motor Vehicle Operators License.
