The CARE Department is seeking qualified individuals who have a passion for data, analytics, and performance insight. As the third public safety department for the City of Seattle, CARE oversees the 9-1-1 and crisis response divisions to serve the community and provide the best, first response to the public. CARE is expanding its data science portfolio by adding a Strategic Advisor to assist in the production of consistent data analytics and create consumable reports for internal and public facing audiences. This includes the development of public facing dashboards, visually graphic reports, and analysis to provide forecasting, identify trends, and find impactful solutions to the complex issues facing public safety, public health, and city government.

Key responsibilities include:

  • Supports CARE Chief and Executive Leadership with key priorities and high impact projects and analysis by bridging business and mission needs through technical and advanced data approaches. 
  • Leads CARE’s Data and Analytics Program, which is responsible for enabling data-informed decision making across CARE’s 9-1-1, crisis response, and diversified response operations. 
  • Establishes policies, systems, processes, and standards that govern how CARE collects, manages, analyzes, evaluates, and publicly reports data related to emergency response and community-based interventions.
  • Identifies, Develops, and maintains recurring deliverables such as public facing dashboards, operational analytics, and real-time response monitoring/reporting for Department leadership, council, community, and agency partners.
  • Drives adoption of consistent data quality practices and governance standards; advised executive leadership on strategic risks, opportunities, and system-wide performance trends.
  • Recommends investments in systems, tools, data structures, and staffing considerations. 
  • Helps establish long-term program strategy that aligns with CARE and citywide priorities.
  • Represents and contributes to collective efforts on cross-functional teams to advance data practices and conduct business metric analysis review.
  • Creates data insights that inform Department policies and approaches and track progress on key initiatives.
  • Supports action plans, and complicated projects with program management, advanced analytics, data modeling, algorithm design, data science techniques, and collaboration.
  • Supports the development of the analytical framework for programs that address emergency response, public safety resource allocation, and diversified services to community.
  • Other duties as assigned.

Minimum Qualifications

  • Bachelor’s degree in business analytics, computer science, public administration, or another closely related field, or equivalent experience.
  • Four or more years of experience in data management and/or data coordination role, or an equivalent combination of education and experience. 
  • Skills in Power BI, Tableau, SQL, and related platforms in a production environment and using mixed media to create visually appealing communication tools such as websites, reports, and presentations
  • The ability to process large, complex data sets with computational procedures in Python and SQL
  • Expertise in data governance, performance measurement, real-time operational analytics, and evaluation methodologies
Must successfully pass an FBI Criminal Justice Information Systems (CJIS) background check

  • Innovation and vision to work through challenges with data and a commitment to finding solutions or identifying resources to help find the right answers or complete requests.
  • Flexibility to lead and/or contribute as part of various teams and projects. This includes the potential to work on several high-priority projects at once with various public safety partners and citywide leaders. 
  • Brings the ability to gather and synthesize quantitative and qualitative data.
  • Meticulous attention to detail, working well under pressure, and meeting deadlines.

Work Environment/Physical Demands

  • Work is usually performed in an office environment

Work is performed in a busy 24/7 call center environment and public safety field response. Work involves sensitive contact with members of the public via telephone, who are in crisis. 

Compensation and Benefits: This position is covered by PROTEC17, is Civil Service protected position and is part of the City of Seattle Manager and Strategic Advisor pay program. The full salary range for this position is $56.57 - $84.88 per hour.
