ABOUT THE POSITION:
The fundamental reason for the existence of this classification is to perform the more difficult and complex administrative and technical support duties, including specialized technical work related to water and wastewater asset management, water services delivery and community improvement program projects; to provide customer service to the public and City department staff related to the area of assignment; and to perform related duties as assigned.

THE CURRENT OPENINGS:


Water and Wastewater Operations:
In addition, the ideal candidate for this section will be:
  • Create/review work orders for accuracy and consistency;
  • Provide support in the maintenance of the maintain Sewer System Management Plan (SSMP) information and online reporting; to include inputting data in the California Integrated Water Quality System, annual reports, audits and questionnaires, SSO reporting and keeping the intranet site and binders up-to-date;
  • Develop and maintain Hazardous Materials Management Plans and inventory statements for mandatory reporting to include data entry into the Certified Unified Program Agency;
  • Maintain records and produce a variety of reports related to drinking water quality, controls and systems;  
  • Update related graph reports, and inter-agency shared data;
  • Prepare budget reports for Local Managers;
  • Work with Purchasing to generate purchase requisitions, pay request, and other entries in One Solution.
  • Update and maintain the division's website information

Essential Duties:
The following duties are considered essential for this job classification:
  • Determine, maintain and track utility related information in assigned databases, files, and records including technical and financial information;
  • plan and coordinate asset management for maintenance and repair of facilities, assets, and equipment in area of assignment, including asset management schedules, historical maintenance tracking, and performance analysis;
  • maintain specific Asset Management System and related database applications used in area of assignment;
  • maintain records, conduct research, and produce mandatory reports, documentation of asset management programs, and related forms;
  • provide training and monitor information entered into related Asset Management Systems and applications by division staff;
  • generate technical reports and maintain a variety of electronic records and files;
  • calculate water delivery data such as work crews hours worked, cost analysis, open and reactive preventative work orders;
  • assist  professional and administrative staff in operations activities of area of assignment;
  • conduct research and compile and analyze data, maintain related technical records and database applications and provide compiled information to customers, city departments, and utility technical staff;
  • assist professional engineering and technical staff by providing the financial, technical, and procedural information they need to complete their projects;
  • prepare a variety of statistical, periodic, and special reports;
  • provide information to and discuss problems with City staff, builders, engineers, attorneys, contractors, architects, and the public that may require the interpretation of complex codes, regulations, policies, and procedures;
  • participate in meetings concerning Water Department requirements for water and wastewater connections and operations for the area of assignment;
  • compose written responses, such as internal memoranda and formal letters to requests for information;
  • gather and organize statistics and financial information and calculate costs;
  • review regulatory and compliance documents and set up related tracking, recording, and reporting procedures for area of assignment;
  • coordinate the completion and submittal of a variety of reports to regulatory agencies;
  • accept and receive payments, prepare billings and purchase requests, maintain records of compliance and operations, and incorporate in annual reports.
Utilities Technician Assignments
In addition to the above, the duties listed below are considered essential for positions in the following section assignments. These duties are typical of those performed, though other related duties may also be assigned and not all duties listed are necessarily performed by each individual.
 
Water & Wastewater Operations:
  • Review work orders for accuracy and consistency;
  • track Air Quality compliance and renew permits for Local Operation's emergency stand-by engines;
  • provide support in the maintenance of the maintain Sewer System Management Plan (SSMP) information and online reporting; to include inputting data in the California Integrated Water Quality System, annual reports, audits and questionnaires, SSO reporting and keeping the intranet site and binders up-to-date;
  • develop and maintain Hazardous Materials Management Plans and inventory statements for mandatory reporting to include data entry into the Certified Unified Program Agency;
  • maintain records and produce a variety of reports related to drinking water quality, controls and systems;  
  • update related graph reports, and inter-agency shared data;
  • facilitate stand-by meetings for work crews;
  • provide backup and support to the Water Department Administrative Services Center.
Subregional Recycled Water Distribution:
  • Establish Predictive Maintenance work schedules;
  • review, process and assign Preventative Management (PM) schedule;
  • establish warehouse inventory of spare parts for major asset components;
  • perform PM audits and adjust frequencies as needed;
  • create and maintain public outreach information documents, organize and participate in facility tours and maintain website information;
  • manage Service Request process for Underground Service Alert markouts and maintain associated records;
  • respond to complaints and requests for information on regulations, procedures, systems and precedents and work with others to ensure timely response;
  • receive, examine and process departmental requisitions;
  • solicit bids from vendors; prepare and review recycled water contracts with City Attorney's office; and perform a variety contract management tasks;
  • maintain records and produce a variety of reports related to Recycled Water Distribution;
  • maintain Recycled Water Distribution  library, including updating equipment, manuals, and drawings;
  • assist with budget preparation and tracking;
  • make purchase requisitions, pay requests and other entries into IFAS
Biosolids Operations:
  • Coordinate the identification and tracking of Biosolids assets spare parts, establish and assign warehouse numerical inventory system within the Enterprise Asset Management System (EAMS)  and the warehouse inventory of spare parts for major asset components;
  • establish Predictive Maintenance work schedules; review, process and assign Preventative Management (PM) schedule; perform PM audits and adjust frequencies as needed;
  • create and maintain public outreach information documents and maintain website information;
  • assist with budget preparation and tracking;
  • administer Biosolids Acceptance Agreements;
  • reconcile procurement cards;
  • monitor and procure general office and operating supplies;
  • assist compost customers and respond to inquiries


Knowledge of: Modern office procedures and practices; organization, procedures, and operating details of division to which assigned; financial and data processing systems used by the City; research techniques, appropriate sources of information and methods of report presentation; Water, Wastewater and Recycled water service processes; Water services operations; methods and techniques of customer services and effective problem resolution; database management and statistical record keeping; data gathering and reporting techniques; rules of English grammar, punctuation and spelling; standard office procedures and equipment, including receiving and recording cash payments; improvement plans, civil engineering plans and utility schematics.
 
Ability to:  Properly interpret, explain and make decisions in accordance with department policies, city codes, laws, regulations and procedures and policies; understand the organization and operation of the City, Water Department and of outside agencies; understand, interpret and apply a body of technical information beyond assigned department policies and procedures; comprehend and make inferences from written material; plan, assign work, and train other support staff; learn and utilize new technology; interact courteously, patiently and effectively with customer and city staff; remember details about a multitude of ongoing applications; handle a variety of concurrent tasks and multiple priorities; calculate permit and utility fees following established guidelines; maintain accurate records and prepare clear and accurate statistical reports and correspondence; read, interpret, and understand engineering documents and plans, utility schematics, building plans and improvement plans; use an engineering rule to calculate distances according to scale and operate standard office equipment; work under tight deadlines; communicate clearly and concisely orally and in writing; develop and maintain effective and cooperative working relationships.
 
Experience and Education: Any combination equivalent to experience and education that could likely provide the required knowledge and abilities would be qualifying.  A typical way to obtain the knowledge and abilities would be:
 
Experience - Sufficient years of administrative support experience that has included the interpretation and application of technical rules and regulations to demonstrate possession of the knowledge and abilities listed above;
 
Education – Equivalent to completion of the twelfth grade, and college-level course work in engineering technology, environmental science, and data processing, are desirable.
 
License or certificate: This classification may require the use of a personal or City vehicle while conducting City business.  Individuals must be physically capable of operating a motor vehicle safely and possess a valid Class C California Driver License, OR be able to demonstrate the ability to travel on scheduled visits and transport materials to various City facilities, which may not be reachable by public transportation.
Physical Requirements and Working Conditions:
Utilities Technician assignments may include both office and field work for the purpose of gathering information. In the office, they sit at their work station for extensive periods of time, answering telephone calls while performing reviews of plans and applications. They must frequently bend and stoop to retrieve files and maps from filing cabinets. It is common for them to stand at the counter with customers for one to two hours at a time.

Occasionally, they move boxes of maps and water and sewer master plan books weighing approximately 20 pounds for short distances. They may also carry water and sewer map books, binders with City standards, and other reference materials, in total weighing approximately 15 pounds to off-site meetings. They work with maps and files that are color coded. In the field, they work in the open in a variety of weather conditions. At construction sites, they sometimes work around traffic and heavy construction equipment.
