Description

The first level of the Utilities Series is responsible for maintaining Sewer-Storm and Water division equipment. This position is responsible for operating light and heavy equipment on project sites in an assigned department. Responsibilities may include providing work direction to labor support; regularly performing basic heavy equipment operation; performing tasks associated with assigned projects such as Sewer-Storm and Water system repairs, inspecting all Sewer-Storm and Water system equipment and materials, taking drinking water samples and snow removal.

  • Provides skilled assistance in the maintenance and monitoring activities of the City’s Sewer-Storm and Water systems and equipment, which includes: locating lines and performing visual inspections of sewer and storm sewer system; utilizing CCTV equipment; cleaning sewer and storm sewer lines, repairing and maintaining water distribution pipes, valves, meters, hydrants and other related equipment; and performing flushing operations.
  • Performs field lab review and sample collection. Records information in a computerized maintenance management system (CMMS)
  • Collects, prepares and enters system, water quality, and related data; compiles and prepares reports; and maintains records, files and work-related documentation.
  • Performs related support functions, which includes: plowing snow; responding to customer inquiries; and monitoring inventory.
  • Performs other duties of a similar nature or level.

Minimum Requirements

  • High school diploma or GED equivalent
  • Valid Minnesota Class A Commercial Driver’s License with air brake and tanker endorsement or ability to obtain within six months of employment.
  • One year maintenance and equipment operation or related experience.

Desirable Requirements

  • Two years’ experience in operation of trucks and light equipment.
  • Two years’ experience in a municipal utilities department.
  • Class SD certification or ability to obtain within one year of employment.
  • Class D certification or ability to obtain within one year of employment.
  • Ability to obtain certifications as required by supervisor.

Physical Requirements

  • Positions in this class typically require: reaching, standing, walking, finger dexterity, grasping, feeling, talking, hearing, seeing and repetitive motions.
  • Heavy Work: Exerting up to 100 pounds of force occasionally, and/or up to 50 pounds of force frequently, and/or up to 30 pounds of force constantly to move objects.
  • Incumbents may be subjected to moving mechanical parts, electrical currents, vibrations, fumes, odors, dusts, gases, chemicals, oils, extreme temperatures, environmental hazards and intense noises.

CITY CONTRIBUTION

For 2026, the City contributes $1,590.00 per month for each full-time employee to apply towards the benefits offered through the cafeteria plan if electing medical coverage. For 2026, the City contributes $804.50 per month for each full-time employee if medical coverage is waived. The City’s contribution is pro-rated for part-time employees.

MEDICAL INSURANCE

The City of Blaine offers a full cafeteria plan. All full-time probationary and regular city employees are eligible to participate. Single coverage is part of the core, but if the employee so elects, he/she may include his/her dependents under their plan. Specific plan information and related premium rates will be provided for the five health plan options at the oral interview. Employees may choose from five options under HealthPartners. Coverage becomes effective the first of the month following date of hire for both single and family policies.

LONG-TERM DISABILITY

All active full-time employees who work 40 hours a week are eligible to participate in the long-term disability (LTD) plan.

RETIREMENT

Retirement benefits are those of a coordinated plan which combines the benefits of the Public Employees Retirement Association (PERA) with regular Social Security benefits. The employee contributes 6.50% of total annual earnings to PERA. The city contributes 7.50% of the employee's annual earnings to PERA. The employee also contributes the mandatory social security contribution which is matched by the city.

EDUCATIONAL ASSISTANCE

All regular full-time employees are eligible for tuition reimbursement upon satisfactory completion of approved work-related educational courses offered by accredited institutions.

EMPLOYEE ASSISTANCE

All regular full-time employees may participate in an Employee Assistance Program through HealthPartners at the city's expense. In certain instances, this benefit extends to the employee's immediate family as well.

Deferred Compensation

All full-time probationary and regular employees are eligible to participate in a pre-tax savings program through payroll deduction.

HEALTH SAVING ACCOUNTS and/or FLEXIBLE SPENDING ACCOUNTS

All full-time probationary and regular employees are eligible to participate in the City's pre-tax health savings account and/or flexible spending accounts for medical/dental/vision expenses and/or dependent care costs. Specific rules and regulations govern use and eligibility.

HOLIDAYS

The following twelve (12) paid holidays will be observed by the city, New Year's Day, ML King Day, President's Day, Memorial Day, Juneteenth, Independence Day, Labor Day, Veterans Day, Thanksgiving Day, Christmas Day, 2 Floating Holidays.

VACATION

Vacation leave is accrued by all regular full-time employees.

SICK LEAVE

Sick leave is accrued by all full-time employees at the rate of four hours per pay period with a maximum accumulation of 960 hours. A minimum of one hour must be used per occurrence.

BEREAVEMENT LEAVE

All probationary and regular employees are eligible for bereavement leave upon the death of an immediate family member. Employees may convert up to four days of sick leave per occurrence.

Public Service Workers are represented by The International Union of Operating Engineers, Local No 49, AFL-CIO. Please refer to the union contract for specific information.
