About The Position

The City of Goleta invites qualified candidates to apply for the Librarian II position to fill 1 (one) vacancy at the Buellton Library! The Librarian II performs a variety of professional library functions involving assisting library patrons with their informational needs, planning and implementing library programs, participating in the development of the library collection, and providing assistance, education, and information to the public regarding library use and services.

About The Buellton Library

In February 2025, Buellton Library celebrated its grand opening at the newly restored, historic Willemsen property, located at 202 Dairyland Road. This location offers picturesque views of the Santa Ynez Valley, along with expanded resources and materials for the community. CLASS CHARACTERISTICS

This is the full journey level class within the Librarian series. Employees within this class are distinguished from the Librarian I by the performance of the full range of duties as assigned, including the planning and development of library programs. Employees in this class may serve as the Children's Librarian, manage the day-to-day operations of a branch library, exercise supervision over lower level staff and volunteers, or hold similarly specialized professional-level roles within the Library Services Division. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise, and are fully aware of the operating procedures and policies of the work unit.

The following duties are typical for positions in this classification. Incumbents may not perform all listed job functions, nor are all listed duties necessarily performed by everyone in this class depending upon business need and changing business practices:

  • Provide exemplary customer service to all individuals by demonstrating a willingness to be attentive, understanding, responsive, fair, courteous and respectful, and to actively participate in maintaining a positive customer service environment.
  • Provide technical and professional assistance to library patrons including location and selection of reading materials and information, educate patrons in the use of library resources and equipment, answer a variety of questions on library activities.
  • Maintain assigned section(s) of the library collection, evaluate and select library materials, recommend and purchase materials for collection development, remove obsolete, nonrelevant, and worn books from library collection.
  • Read a wide variety of book reviews and evaluations of new books for collection recommendation and inclusion.
  • Prepare print and non-print materials for introduction into the library collection; catalog and classify books; assign Dewey classification numbers and Library of Congress subject headings; perform original cataloging; affix identification labels to materials; oversee the mending of circulation materials.
  • Participate in the maintenance of the online public access catalog, select, organize, and classify information and referral services, utilize a variety of databases to perform research activities.
  • Participate in the preparation of a variety of records and reports, compile and analyze data, participate in the development of grant proposals.
  • Respond to inquiries from the public, research complex and difficult questions, refer to appropriate sources.
  • Promote library services and resources through the use of exhibits, tours, outreach and the media, prepare informational handouts for public distribution including calendars and flyers.
  • Participate in the administration of a variety of library programs, including volunteer management and year-round reading programs; develop and coordinate assigned library programs; work with contract personnel for program activities.
  • Recommend policy and procedural changes as required for library functions including reference procedures.
  • May supervise and coordinate volunteers, and participate in the training of professional and paraprofessional staff.
  • Attend and participate in professional group meetings and workshops, stay informed of new trends and innovations in the field of library science.
  • Supervisory positions in this classification also lead, supervise, plan, train, and review the work of staff responsible for technical and clerical library work, and establish and maintain a positive work environment. Specifically, they select, train, motivate and evaluate library personnel; assign work activities and projects; monitor work flow; provide or coordinate staff training; review and evaluate work products, methods and procedures; meet with staff to resolve problems and deficiencies; and implement disciplinary procedures.
  • Perform related duties and responsibilities as required.

Typical Qualifications

A typical way of obtaining the knowledge, skills and abilities outlined above is graduation from an ALA accredited college or university with a master’s degree in library science; and two or more years of progressively responsible professional, technical, and/or lead or supervisory library experience.

Knowledge And Abilities

Knowledge of:

  • Policies, procedures, and functions of a library.
  • Basic accounting procedures and techniques.
  • Public relations techniques.
  • Modern office procedures, methods, and computer equipment.
  • Principles and procedures of complex professional and technical library work including methods, practices and techniques of library classification, cataloging, and referencing.
  • Online cataloging, bibliographical, acquisition, and circulation system databases and best practices for their maintenance.
  • Principles of lead supervision and training.
  • Principles and provision of outreach services and programming

Ability To

  • Interpret, explain, and enforce library policies and procedures.
  • Lead, supervise, organize, and review the work of staff in the area of work assigned.
  • Learn to operate online cataloging, bibliographical, acquisition, and circulation data systems.
  • Assist library patrons in response to basic reference and directional library questions.
  • Understand and follow oral and written instructions.
  • Communicate clearly and concisely, both orally and in writing.
  • Establish and maintain effective working relationships with those contacted in the course of work.
  • Maintain physical condition appropriate to the performance of assigned duties and responsibilities which may include the following:

  • Verify bibliographic data and identify, input, and/or correct diacritics and special characters.
  • Assist library patrons in response to complex reference and directional library questions.
  • Operate online cataloging, bibliographical, acquisition, and circulation data systems.
  • Work independently in the absence of supervision.

Special Requirements

  • Possession of a valid Class "C" California driver's license and a satisfactory driving record may be required.

9/80 WORK SCHEDULE: Optional and subject to Department Director approval.

HYBRID WORK SCHEDULE: Subject to approval. Employees must work a minimum of two days in-person, allowing up to three days remote,

HOLIDAYS: 13 fixed holidays (at 8 hours each); one floating holiday (8 hours).

VACATION: Annual vacation leave accrual of 88 hours and up to 176 hours after 15 years of service with a maximum accrual of 352 hours. Pursuant to eligibility requirements, employees may have the option to cash out up to 100 hours per fiscal year.

SICK LEAVE: Sick leave accrual of 12 days (96 hours) per year with no maximum accrual.

BENEFIT PLAN: The City Flexible Benefit Plan provides an allowance for the payment of health, dental, and vision insurance premiums through the City's benefit program, in the following monthly amounts: $1,560 for “employee-only” plans, $1,620 for “employee-plus-one” plans, and $1,640 for “employee-plus-family” plans. Alternatively, participants may receive $1,033.34 for participation in a qualified plan elsewhere.

GROUP LIFE INSURANCE: Benefit level equivalent to 1x annual salary to a maximum of $200,000. Premium paid by the city.

VOLUNTARY LIFE INSURANCE: Voluntary life insurance coverage is available for employees, spouses, and dependents. Premium paid by employee.

RETIREMENT PLAN: The city participates in the California Public Employees' Retirement System (PERS) and does not participate in Social Security. New PERS members receive 2% at age 62, average of 3 years' final compensation benefit level and contribute 7.75% of their salary to pension costs. Classic members receive 2% at age 55, single-highest year benefit formula and pay 7.00% of their salary toward pension costs

LONG-TERM DISABILITY: Paid by City.

DEFERRED COMPENSATION PLAN: Employee-paid deferred compensation plan is available. For participation in the City’s deferred compensation plan, the city will match up to $25 per pay period.

FLEXIBLE SPENDING ACCOUNT PROGRAMS: Employee-paid Flexible Spending Account Programs for medical and dependent care expenses are available.

COASTAL HOUSING PARTNERSHIP: The city is a member of the Coastal Housing Partnership, which offers home loan assistance and rental reductions.

PAID SUPPLEMENTAL PREGNANCY DISABILITY LEAVE AND SUPPLEMENTAL PAID PARENTAL LEAVE: The City of Goleta will pay the difference between any benefit the employee receives through state SDI or other City-offered group disability insurance plan and 100% of the employee’s base salary (not to exceed ten weeks for pregnancy disability and not to exceed six weeks for parental bonding).

TRANSPORTATION DEMAND MANAGEMENT PROGRAM: Through participation in the City's Transportation Demand Management (TDM) program, employees may be eligible to receive a per-diem benefit of $7.50 per day.
