General Statement or Primary Purpose

Under general supervision, performs skilled inspection work in securing compliance with established state codes and local ordinances governing the following areas of the building trades: electrical, building (construction and energy), mechanical, and plumbing. Work involves inspecting a variety of electrical installations for quality of workmanship, materials and safety precautions; interpretation, application and enforcement of rules and regulations relating to the construction of new buildings and the repair of existing buildings; and interpretation, application and enforcement of rules and regulations relating to plumbing, mechanical and insulation installation in new and existing buildings. Employee is also responsible for inspecting buildings and facilities for electrical and other hazards, and reviewing plans and specifications for new construction. Employee must check plans and specifications for proposed installation to ensure the codes and ordinances have been followed. Reports to the Chief Building Inspector.

Duties And Responsibilities Or Knowledge, Skills, Abilities

Inspects buildings in the process of construction, alteration or repair for compliance with building code requirements, approved plans, and construction and safety practices; examines plot plans, structural framing, insulation installation.

Inspects electrical installations and facilities for compliance with code requirements; checks plans and specifications for the proper installation and connections of fixtures; investigates complaints concerning buildings that may not comply with electrical codes.

Inspects electrical, plumbing and heating and air conditioning systems of buildings and structures; assists and advises contractors and others regarding pertinent regulations.

Confers with architects, contractors, builders, property owners, and engineers about code requirements, regulations and required inspections; reviews and approves building plans and specifications.

Inspects new and existing residences, businesses, schools, day cares and other buildings for conformance with safety standards, zoning codes and ordinances; inspects mobile homes and mobile home parks for adherence to applicable zoning codes and ordinances; issues inspection certificates for approved installations.

Maintains all necessary reports and records pertaining to inspections and code enforcement work.

Testifies in court on code violation cases, as required.

Receives and responds to complaints regarding defective construction or installations; resolves enforcement issues; corresponds with property owners, contractors and permit holders about code violations and defects.

Attends seminars, conferences, workshops, classes, lectures, etc., as appropriate, to enhance and maintain knowledge of trends and developments in field of building codes; reviews and studies building code regulations to stay informed of changes in building codes and ordinances; completes necessary classes to maintain required inspection certification.

Additional Job Functions

May assume duties of Chief Building Inspector in his or her absence, as assigned.

Minimum Education And Experience

Performs other related work as required or assigned.

Graduation from high school, supplemented by special training in building inspection and experience in residential and/or commercial building, mechanical, plumbing or electrical construction work and/or inspections work; or any equivalent combination of training and experience which provides the required knowledge, skills and abilities. (Salary commensurate with level of certification.)

Special Requirements

Must have a valid North Carolina Driver’s License.

Possession of a certificate issued by the North Carolina Code Officials Qualification Board at a level specified by the County and State for area(s) of inspection.

AREAS OF CERTIFICATION

Building, Electrical, Mechanical and Plumbing.

CERTIFICATE LEVELS

Building Code Inspector I - Standard Level I certification in the 4 areas, including Building, Plumbing, Mechanical and Electrical preferred. Or the ability to secure Probationary Level I’s in all trades upon hire and obtain Standard Level I’s in all trades within the allotted time allowed by the North Carolina Code Officials Qualifications Board. Salary Grade 65 ($48,341 - $76,400)

Building Code Inspector II - Standard Level II certification in the 4 areas including Building, Plumbing, Mechanical and Electrical preferred. Or, Standard Level I’s in all areas with the ability to secure Probationary Level II’s in all trades upon hire and obtain Standard Level II’s in all trades within the allotted time allowed by the North Carolina Code Officials Qualifications Board. Salary Grade 67 ($53,091 - $83,912)

Building Code Inspector III - Standard Level III certification in at least 3 of the 4 areas including Building, Plumbing, Mechanical and/or Electrical, with Standard Level II in the 4th area preferred. Or, Standard Level II’s or III’s in the 4 areas with the ability to secure Probationary Level III’s in applicable trades upon hire and obtain Standard Level III’s within the allotted time allowed by the North Carolina Code Officials Qualifications Board. Salary Grade 69 ($58,312 - $92,164)

Building Code Inspector IV - Standard Level III certification in the 4 areas including Building, Plumbing, Mechanical and Electrical preferred Or, Standard Level III’s in at least 3 areas with ability to secure Probationary Level III in the 4th area upon hire and obtain Standard Level III certification in the 4th area within the allotted time allowed by the North Carolina Code Officials Qualifications Board. Salary Grade 71 ($64,045 - $101,220)
