THE POSITION
The City of Santa Barbara Information Technology Department is seeking a knowledgeable Telecommunications & Network Services Analyst. This position will perform various professional, technical, and analytical duties to support the City’s computers, local and wide area network infrastructure, applications, and users. They will be tasked with the following:
- Lead and coordinate telecommunications troubleshooting, configuration, projects, upgrades, and migrations for NEC on-premise and cloud VoIP systems.
- Maintain comprehensive documentation for telecommunications infrastructure, including system configurations, contracts, and compliance records.
- Specifying, configuring, and troubleshooting physical and virtual servers, storage area networks, backup and recovery systems, local and wide area network equipment; desktop, laptop, and tablet workstations, applications and other peripheral equipment.
- Ensure adherence to technology and security standards and participate in security incident response as needed.
- Provide training and technical support to users and backup technical staff on telecommunications systems.
Hybrid/Flexible Work Schedule: This position has the flexibility to work a hybrid schedule following the completion of the probationary period. Schedules are dependent upon operational needs and are subject to change. Details of teleworking considerations can be addressed during the interview process.

Telecommunications troubleshooting, configuration, and administration. Budget preparation and oversight for telecom/network systems. Documentation and compliance management for telecom infrastructure.
Prepare clear and logical reports and program documentation. Work independently to meet schedules and timelines; may be required to be available during non-working hours to provide system support and ensure systems are operating optimally. Specify, install, support and troubleshoot telecommunications, computer systems and applications, including technologies unique to an assigned department. Triage and prioritize issues; assign questions and issues to applicable vendors for resolution. Communicate effectively, both orally and in writing. Train users on applications and technology. Establish and maintain effective working relationships with those contacted in the course of work. Maintain physical condition appropriate to the performance of assigned duties and responsibilities

Experience:
Three (3) years of increasingly responsible telecommunications, network administration and applications support experience.
Education and/or Training:
Equivalency to a Bachelor’s degree from an accredited college or university with major course work in computer science or a related field.
MCSE and CCNA certifications are desirable.
