Under administrative direction, is responsible for overseeing the City's compliance with federal, state, and municipal civil rights laws. Manages City programs to ensure protection of the rights of individuals and entities from unlawful discrimination based on race, color, religion, sexual orientation, gender identity, veteran status, national origin, disability, age, or sex. Exercises direct supervision over assigned staff.

This position is an "unclassified" position and has no disciplinary appeal rights to the Municipal Civil Service Commission. This position is likewise subject to at-will employment status and can be terminated at any time for any reason.

Work Schedule

8:00 a.m. - 5:00 p.m., Monday - Friday

  • Serves as the citywide Title VI Coordinator and coordinates the City's Language Access Plan.
  • Coordinates with City personnel to investigate potential violations of the City's Non-Discrimination Ordinance and the U.S.
  • Department of Housing and Urban Development's regulations regarding housing and public accommodation and other applicable standards relating to employment, housing, and public accommodation discrimination.
  • Communicates with individuals concerning potential violations of the City's Non-Discrimination Ordinance, the U.S. Department of Housing and Urban Development's regulations, and other applicable standards relating to employment, housing, and public accommodation discrimination.
  • Oversees offers of assistance, delivers referrals, manages the status of investigations, and monitors final resolutions regarding the City's Non-Discrimination Ordinance.
  • Reports potential violations and coordinates investigative reports with the Office of the City Attorney.
  • Manages and participates in the development and implementation of goals, objectives, policies, and priorities for department's programs.
  • Recommends and administers policies and procedures.
  • Manages and evaluates the quality, responsiveness, efficiency, and effectiveness of assigned programs, methods, and procedures. Works with personnel on the continuous improvement of services.
  • Evaluates housing opportunity contract compliance activities and develops recommendations to improve operations and resolve problems.
  • Provides statuses, communication, and information to the Compliance, Opportunity & Access Director and assists in carrying out policy directives and mission.
  • Serves as the primary City liaison with various commissions and agencies; participates in collaborative projects and investigations related to enforcement of anti-discrimination laws; and responds to requests for information related to contractual agreements between the City and agencies.
  • Develops, implements, and monitors assigned programs and activities and represents the City at events and programs.
  • Supervises the maintenance of various resource files, reports, and statistical data for the department.
  • Performs related duties and fulfills responsibilities as required.
  • Bachelor's degree from an accredited college or university in a related field.
  • Five years of increasing responsible experience in investigation, mediation, and/or resolution of civil rights, discrimination and/or other disputes, including two (2) years of administrative and supervisory responsibility

PREFERRED QUALIFICATIONS:

  • A J.D., with or without licensure to practice law in Texas, is highly desirable.
  • Master's Degree from an accredited college or university in a related field.
  • Valid Class "C" Texas Driver's License

Applicant Information

  • Unless otherwise stated, applicants are permitted to substitute two years of related full-time experience for one year of higher education or one year of related higher education for two years of experience in order to meet the minimum requirements of the job. One year of full-time experience is defined as 30 or more hours worked per week for 12 months. One year of higher education is defined as 30 credit hours completed at an accredited college or university.

  • Knowledge of legal terminology, principles and procedures, and research methods
  • Knowledge of civil rules and procedures of county, district, and federal court systems
  • Knowledge of principles and practices of supervision, training, and personnel management
  • Knowledge of employment laws, including OSHA, COBRA, ADA, and FMLA
  • Knowledge of statistical analysis methods and basic mathematical skills
  • Knowledge of principles and practices of budget preparation and administration
  • Ability to operate a computer keyboard and other basic office equipment
  • Skill in operating a personal computer and utilizing rudimentary software
  • Ability to communicate clearly and effectively
  • Ability to research and analyze complex issues and recommend and implement solutions
  • Ability to develop clear and concise written reports and presentations
  • Ability to establish and maintain effective working relationship with City staff and the general public
  • Ability to perform all the essential functions of the position, with or without accommodations
  • Ability to work primarily in an office environment
