Through the Department of Utilities Summer High School Student Program, the City of Sacramento Department of Utilities is committed to providing meaningful opportunities for youth to discover, explore, and develop careers in drinking water, wastewater, and stormwater. Beginning in the mid-2000s, Department of Utilities leaders wanted to give local youth opportunities in the trades professions to address a shortage of skilled trades workers. Over the past 20 years, several hundred students in grades 10-12 have been hired into the program to expose them to the unique career opportunities offered by Department of Utilities. Now the program hires both field (Utility Worker) and office (General Intern) positions. Students work alongside Department of Utilities professionals to learn some of the many facets that go into planning, building, operating, and maintaining a municipal water system within the City of Sacramento. The Department of Utilities has several General Intern positions for students who are motivated to work and interested in learning about municipal water systems management and how we get our drinking water. General Interns will be working in an office setting. In Business Services Division (BSD) Account Management handles utility customer billing and account issues. Students assigned to BSD Administration will work on a variety of tasks and projects affecting all sections of BSD (Customer Service, Financial Planning, Fiscal Operations, and Account Management). Students working in the Engineering Division will be assigned to one of three sections. Electrical Engineering is responsible for electrical and controls engineering related to the planning, design, project and construction management of water facilities. The Water Engineering section and Wastewater Engineering section design or oversee projects involving provision of potable water, and disposal of wastewater and sewage.

The ideal candidate will be friendly, courteous, and motivated to work and learn new skills.

The General Intern classification is a City-wide classification, designed to provide access to workforce services and employment opportunities. Duties performed will vary in scope of activity depending on the assigned department. Some positions may include a rotation (of duties) as the intern may be trained on more than one focus area, depending on the needs of the division/department.

Participants may only work in this classification in a part-time or full-time status for up to one calendar year. Incumbents will be limited-term employees; no regular permanent appointments will be made to this classification. General Interns will be used as a learning and development opportunity to help applicants enter, gain experience, and succeed in the workforce and will not be used in lieu of hiring regular City employees.

  • General Interns do not receive step increases.

Recruitment Incentive

Upon successful completion of 80 hours of work, the City may pay eligible employees a lump sum amount of $250.

Retention Incentive

Upon successful completion of 320 hours of work, the City shall pay eligible employees a lump sum amount of $500.

DISTINGUISHING CHARACTERISTICS

This classification is distinguished from the Student Trainee and Graduate Trainee classifications in that this program does not require the incumbent to be enrolled in an academic program in any capacity. It is distinguished from the Mayor Council Intern classification in that it is a citywide classification.

SUPERVISION EXERCISED AND RECEIVED

Immediate supervision may be provided by higher-level departmental or division personnel. General Interns may provide functional supervision to General Interns.

Essential Duties And Responsibilities

Depending upon assignment, typical duties may include, but are not limited to, the following:

  • Perform a variety of fundamental duties in various divisions of the employing department.
  • Provide basic assistance in research projects, special reports, data collection, and programmatic problem-solving.
  • Gather, compile, tabulate, and report statistical data.
  • Acquire working knowledge of department practices, procedures, equipment, and organizational systems.
  • Respond to community inquires and complaints.
  • Perform related duties as assigned.

Qualifications

Knowledge of:

  • Simple research and statistical methods.
  • Basic knowledge of case management methods.
  • English usage, spelling, and punctuation.

Ability To

  • Communicate effectively, both orally and in writing.
  • Collect, compile, analyze, and interpret statistical data.
  • Establish and maintain effective working relationships with employees, the general public, and others contacted in the course of work.
  • Understand and carry out oral and written instructions.

Experience And Education

Must be 16 years of age or older. Beginning January 1, 2027, candidates must be at least 18 years of age to qualify for this program.
