Position Summary
Responsible for the planning, organizing, coordinating and promoting of water park recreation programs for adults and/or youth. Performs general management, administration and supervision of the Wet Zone Waterpark operations. Responsible for youth and adult athletic programs and special projects as assigned including record keeping, program and policy development, implementation and publicity; performs related duties as required.

ESSENTIAL JOB FUNCTIONS
Supervises classes, workshops and activities for recreation aquatic events. Maintains pool chemistry. Coordinates public relation efforts about aquatic programs made by telephone, correspondence or during public meetings. Responsible for coordinating, scheduling and maintaining related records and statistics for pool programs and personnel, including registration and collection of fees.
Markets aquatics and athletic programs to school officials, community groups, and the general public. Responsible for the hiring and supervision of water park staff. Prepares and monitors division budgets.
Plans, develops, and organizes community wide athletic programs; establishes training clinics for athletic officials; supervises the training of individuals, such as referees and umpires, and groups for athletic leagues, tournaments and related activities. Coordinates the marketing and promotions for athletic leagues, tournaments and related activities.
Develops calendar of events to schedule athletic and aquatic programs over the entire year; plans the quality, quantity and timing of materials and supplies; keeps records for program evaluation and budget preparation; plans, prepares and implements publicity for specific events.
Compiles data and statistical information; develops reports and special projects, implements and carries out contracts; monitors program compliance with applicable rules and regulations; documents related records; represents the Parks and Recreation Department in dealing with athletic and aquatic organizations, civic organizations and citizens.
Performs other duties as assigned. Regular, reliable, and non-disruptive attendance is an essential function of this position, as it is the ability to create and maintain professional, harmonious working relationships with others.
Minimum Requirements
EDUCATION AND EXPERIENCE
Bachelor's Degree from an accredited college or university in Parks and Recreation, Public Administration, Business Administration or related field and two (2) years of experience in a managerial position to include supervision.
Knowledge, Skills, And Abilities
Ability to communicate both verbally and in writing. Ability to use a personal computer, including Microsoft Word and Excel; calculator, copy and fax machines, mobile or portable radio, and various sports equipment used in aquatic programs. Ability to calculate pool chemistry and daily cash reports. Ability to schedule, multi-task, prioritize and meet deadlines. Ability to deal effectively with several problems at one time; deal appropriately with several individuals in solving problems; analyze various types of data and reach conclusions. Assist with training and monitoring employees (adults and college/high school students). Good working knowledge of safe working procedures.
Understanding of organized sports activities and league operations; working knowledge of principles and practices of athletic program development and implementation; working knowledge of pertinent federal, state, and local laws, codes and safety regulations; recent developments, current literature and sources of information related to athletic program planning and administration; marketing theories, principles and practices and their application to a wide variety of athletic promotional services; organizing and maintaining athletic associations and large groups; planning and coordinating creative projects; public speaking and public relations; effectively dealing with the public; playing rules in all sports offered.
Ability to work varied hours and days, including weekends; manage athletic programs within budgetary allocation; ability to operate computer and related software; ability to establish and maintain effective relationships with youth groups, civic organizations, boards, citizens and co-workers. Ability to work independently and manage multiple projects. Knowledge of recreational registration software is preferred.

Valid driver's license required. Must have and maintain a good driving record in accordance with the driving standards as established by the City of Rowlett. Must report all traffic citations to his/her departmental Director or his/her designee within two working days of receipt.
Must be able to work a varying schedule, including evenings, weekends and holidays.
Must possess First-Aid and CPR certifications. Certification as a Certified Pool Operator (CPO) or Aquatic Facility Operator (AFO) and American Red Cross Lifeguard Instructor (LGI) must be obtained within six (6) months of hire date. Certification as Certified Parks and Recreation Professional (CPRP) must be obtained within twelve (12) months of hire date.
Environmental factors consist of working outside in the heat, sun, high humidity and wind. Exposure to pool chemicals and slippery surfaces. Basic noise factors consist of crowds. Physical demands are primarily moderate, requiring physical effort in walking, standing, and sitting for extended periods of time; lifting equipment and supplies weighing up to 40 lbs.
