The Finance Director is a Department Head level position, responsible for all aspects of the Finance department including budget and finance, accounting and license center operations, and developing, implementing and maintaining practices and standards for financial and accounting services. The Director provides both strategic and operational leadership for the City’s financial management and planning functions, ensuring fiscal integrity and alignment with community and Council priorities. This position also serves as an advisor to the City Manager, Council and department leadership, connecting financial decisions to strategic goals and priorities. The Finance Director is responsible for planning and organizing the implementation of projects, administering all Finance department activities, policy development, program planning, budget management, administration and operational direction of the Finance department. The Director fosters a collaborative team culture within the department and across the organization.


Essential Duties Responsibilities

  • Provide strategic direction for the department and manage overall department performance toward meeting department, organization, and City Council goals.
  • Assist the City Manager in advancing organizational priorities and serve as a strategic advisor to the City Manager and leadership team, providing clear, actionable fiscal analysis and guidance.
  • Build and maintain collaborative relationships with department leaders, Council, and community partners to ensure financial strategies and decisions align with organizational goals and priorities.
  • Oversee all fiscal reporting activities including the annual comprehensive financial report, debt management, bond issuance, and investment of City funds.
  • Prepare, manage and monitor the City’s annual operating and capital budgets in coordination with the City Manager.
  • Administer the Capital Improvement Plan (CIP) and develop other long-term financial plans to ensure fiscal sustainability.
  • Analyze, interpret and communicate financial operating results and develop fiscal policies and strategies for City Manager and City Council.
  • Provide fiscal analysis to Metro-INET and serve as the Fiscal agent for Metro-INET and Visit Roseville.
  • Oversee all supervision, training, support and mentoring of Finance Department employees.
  • Provide financial and strategic oversight for the City’s Passport and Motor Vehicle License Center. Work closely with the License Center Manager to ensure efficient, compliant, and customer-focused operations that support strong financial performance for the City.
  • Administer, develop and implement department policies, services and programs in coordination with the city’s strategic equity initiatives.
  • Communicate complex financial concepts clearly and effectively to Council, staff, and community members including policy recommendations regarding department functions and oversight.
  • Serve as liaison to the Finance Commission.
  • Continually show respect for diverse perspectives, backgrounds, and interests. Exhibit sensitivity to the needs of diverse audiences in all duties performed on behalf of the City to support Roseville in building and sustaining an inclusive and equitable working environment and community.

Required Skills/Experience/Education


  • Master’s degree in Accounting, Finance, Business Administration, Public Administration or closely related field;
  • OR a Bachelor’s degree in Accounting, Finance, Business or a related field with a Certified Public Finance Officer (CPFO), or Certified Government Financial Manager (CGFM) or Certified Public Accountant (CPA) designation;
  • OR a Bachelor's degree in Accounting, Finance, Business or a related field and at least 5 years of experience leading complex financial operations in a government sector environment.
  • 7 years of progressively responsible experience in accounting, budgeting, or financial management, including experience with governmental or fund accounting.
  • 3 years of supervisory or management experience.
  • Experience applying GAAP and GASB standards and preparing financial statements.
  • Experience preparing and managing operating and capital budgets.
  • Knowledge of financial forecasting, debt management, and investment practices.
  • Ability to communicate effectively, both written and oral, with the public and elected officials.
  • Ability to lead collaboratively.
  • Skill in the use of Microsoft Excel and financial management or ERP systems.
  • Strong attention to detail, written and verbal communication skills.
