Description

Under general supervision of the Wastewater Crew Leader, performs semi-skilled to skilled work in the installation and maintenance of the City’s wastewater collection system. Employees in this class are engaged in the construction and repair of wastewater main lines, service lines, and manholes. Works includes connection of fittings, working in and around wastewater lift stations and job-site restoration tasks. Duties involve exposure to adverse working conditions and occasional adverse weather conditions.

Examples of Essential Functions

ESSENTIAL FUNCTIONS

  • Cooperate and take direct instructions from Crew Leader. Assist supervisor in all tasks as directed.
  • Ensures the safe operating conditions of the work site by setting up traffic control devices as directed.
  • Construction and repair of wastewater main lines, service lines, manholes, locate breaks, leaks and clogs; install wastewater pipes, raise, lower and repair valves and fittings. Perform work around wastewater lift stations and caulk and cement fittings and manholes.
  • Functions on call for emergency standby duties and repairs.
  • Enter data in departments work order software system and utilize mobile data technology.
  • Operates a variety of equipment such as Jet/Vac trucks, front end loader, jack hammer, dump truck, saws, grinders, drills, hammers and shovels.
  • Certain tasks may require employee to go into a trench or in a confined space.
  • Required to report for work punctually, work all scheduled hours, and any required overtime as deemed necessary. Must maintain a physical condition and standards necessary for the proper performance of duties, with or without accommodation.

Education and Experience

TRAINING AND EXPERIENCE

  • High school diploma or GED; Must possess a State of Texas Class C driver’s license or ability to obtain within twelve (12) months of employment.
  • Prefer State of Texas TCEQ Class II Wastewater Collection License and Class C Water Distribution License.

PHYSICAL REQUIREMENTS

  • Tasks are essentially sedentary, with occasional walking, bending or light lifting.
  • Tasks involve frequent walking, standing; some lifting and carrying of moderate weight (12-20 pounds); and/or the operation of vehicles, office, shop, or hand tools in which manipulative skills and hand-eye coordination are important ingredients of safe and/or productive operations.
  • Tasks involve the regular, and at times sustained, performance of heavier physical tasks such as walking over rough or uneven surfaces, bending, stooping, working in confined spaces, and lifting or carrying moderately heavy (20-50 pounds) items and occasionally very heavy (100 pounds or over) items.
  • Tasks involve the frequent use of coordination and manipulative skills in performing a variety of tasks with the full range of hand and power tools and shop equipment.
ENVIRONMENTAL REQUIREMENTS
  • Tasks may require exposure to adverse environmental conditions (e.g. dirt, cold, rain, and fumes), exposure to extreme heat/cold or extreme weather conditions and exposure to strong odors and/or smoke, strong and/or toxic chemicals, dust or pollen, and/or elements that can cause illness (e.g., pathogenic substances, virus, and parasites).
  • Tasks may involve entry into confined spaces.
SENSORY REQUIREMENTS
  • Tasks may require color, sound, odor and visual perception and discrimination.
  • Tasks may require oral communications ability.

FULL TIME EMPLOYEES ARE ELIGIBLE FOR THE FOLLOWING:

Merit Increases/Pay for Performance
Director salaries are actuals only and do not have salary ranges. Increases are based on performance and budget.

Non Sworn civilian employees are eligible for a 4% merit increase annually and after reaching the max of the pay scale, are eligible to receive a 4% lump sum each year on their anniversary date.

Sworn officers are eligible for a 5% increase annually and after reaching the max of the pay scale, are eligible to receive a 5% lump sum each year on their anniversary date.

Health, Dental and Vision Insurance
Medical, Dental and Vision is available for purchase for full time employees. Coverage goes into effect on the 31st day.

Life and AD&D Insurance Coverage
Basic Group Life Insurance and Accidental Death and Dismemberment protection is provided to eligible full-time employees in the amount of one time the annual salary up to a maximum of $50,000 for each benefit. Additional Life and AD&D may be purchased up to 2 x annual pay.

Sick Leave
Employees earn 80 hours of sick leave per year. There is no maximum accruals for sick leave.

Retirement
Texas Municipal Retirement System (TMRS)-2:1 match.
A required 7% of gross earnings are deducted each pay period and deposited into the member's account. Upon retirement, the City will deposit it's portion of the matching funds at 14%.

The City also participates in Social Security.

Deferred Compensation
The City of Rockwall offers an optional deferred compensation 457 plan in which employees can contribute a portion of their salary, before taxes, to a retirement account.

Longevity
After completing one year of continuous service, employees will receive $5/month for Longevity Pay. This benefit is usually paid out each December.

Supplemental Benefits
The City of Rockwall also offers optional programs that include Short and Long Term Disability through AFLAC.

Flexible Spending Accounts
Participation in Flexible Spending Accounts through pre-tax payroll deduction for Health and Dependent Care expenses is also available for full time employees.

Wellness Program
The City of Rockwall administers a wellness program for full-time employees which provides an incentive for obtaining a wellness exam each year. Wellness exams are paid at 100% by the City.

Workers Compensation
All employees are covered by workers compensation for injuries sustained in the line of duty.

Bilingual Certification Pay
Eligible for up to $600 annually for bi-lingual pay.

Education Pay
Some positions are eligible for Education Pay.

  • Associates - $800/yr
  • Bachelors - $1,400/yr
  • Masters - $2,000/yr
  • Education Pay must be approved by the department director and annual budget.

Certification Pay
  • 1st Certification - $300/yr
  • 2nd Certification - $600/yr
  • 3rd Certification - $900/yr

*Certification Pay must be approved by the department director and annual budget.
