This position is responsible for performing difficult skilled clerical and intermediate administrative work to assist the assigned division manager or department director. The work requires a reactive approach ensuring that public record requests are processed, reviewed, and fulfilled in strict accordance with Maryland law. This position is responsible for promoting government transparency while protecting confidential information, requiring legal interpretation and time sensitive coordination across departments. The incumbent participates with others in program development and service delivery with meaningful impact. The daily actions of the incumbent have direct impact on service delivery to the community.
• Coordinate and manage all internal and external correspondence related to police records.
• Maintain and organize departmental MPIA files and databases, ensuring confidentiality and accessibility.
• Prepare bi-weekly reports, correspondence, and administrative documents, when needed, to the City’s MPIA Coordinator.
• Provide administrative support to the Administrative Services Bureau Commander, including tracking billing and payment compliance, and document routing.
• Assist in responding to inquiries from citizens, other City departments, and outside agencies.
• Track and archive internal MPIA/FOIA Files and departmental communications.
• Managing all MPIA and FOIA requests for the Police Department — including intake, review, redaction, and dissemination — in compliance with Maryland law.
Interpreting and applying legal exemptions under the Maryland Public Information Act (Md. Code, General Provisions §4-101 et seq.) to ensure lawful disclosure and protection of personally identifiable information (PII).
• Coordinating with the City Attorney’s Office and MPIA Coordinator on sensitive or high-profile requests.
• Administering the secure handling of Body-Worn Camera (BWC) footage, photographs, and incident reports, including technical redactions and release tracking, in compliance with MD Public Safety §3–506.
• Managing and fulfilling subpoenas for records in accordance with Maryland Rules, Title 2, Chapter 400, ensuring accurate documentation and legal compliance.
• Processing and verifying court-ordered expungements in accordance with Maryland Rules, Title 4, Chapter 500, coordinating with judicial entities, law enforcement partners, and the Maryland State Archives.
• Administering the W.R.I.T.E. Program, drafting and distributing citizen correspondence every 2–3 months, ensuring compliance with City communication policies and retention schedules.
• Disseminating, logging, and archiving all MPIA/FOIA reports, legal correspondence, and case materials received from courts, inter-agencies, and other entities.
• Conducting and documenting interagency background records checks in coordination with RCPD, MCPD, Maryland State Police, FBI, Peraton, and other authorized investigative entities, ensuring confidentiality and compliance with 28 CFR Part 20.
• Maintaining digital record systems and retention schedules in compliance with Maryland State Archives and City policies.
• Generating monthly and annual statistical reports on public records activity for internal and state-level compliance.
• Other duties as assigned.
Education and Experience:
High school degree; or any equivalent combination of education and experience.
• Knowledge of or ability to rapidly acquire knowledge of, City government procedures and of the relationships between various City departments.
• Knowledge of methods, principles, and techniques associated with research, data collection, and report preparation.
• Ability to establish and maintain effective working relationships with representatives of various government and private organizations, employees, and the general public.
• Ability to communicate effectively both orally and in writing.
• Ability to prioritize multiple competing assignments.


PHYSICAL DEMANDS
The work is sedentary work, which requires exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move objects, including the human body. Additionally, the following physical abilities are required:

• Repetitive Motion: Substantial movements (motions) of the wrist, hands, and/or fingers.
• Speaking: Expressing or exchanging ideas by means of the spoken word including the ability to convey detailed or important spoken instructions to other workers accurately and concisely.
• Talking 1: Expressing or exchanging ideas by means of the spoken word including those activities in which they must convey detailed or important spoken instructions to other workers accurately, loudly, or quickly.
• Visual Acuity 1: Have close visual acuity to perform an activity such as preparing and analyzing data and figures, transcribing, viewing a computer terminal, and/or extensive reading.
• Visual Acuity 3: Visual Acuity to determine the accuracy, neatness, and thoroughness of the work assigned or to make general observations of facilities or structures.
• Walking: Moving about on foot to accomplish tasks, particularly for long distances or moving from one work site to another.

Salary : $62,928 - $103,831
