GENERAL:

The employee will support the City of Rock Springs mission “To provide all individuals, through the combined efforts of city government and the people it serves, an effective, efficient and productive form of government, while promoting an enhanced quality of life, open communications and economic growth”.   

 

The employee will demonstrate the ability to manage time, maintain a safe and clean environment; practice confidentiality; treat all persons with respect and professional courtesy; accept change; accept and provide constructive feedback; and work as a team player.  The employee must also demonstrate the competencies for their position, and adhere to policies and procedures of their department and the City of Rock Springs.

 

JOB SUMMARY:

 

Under direction, to perform a variety of semi-skilled and skilled duties in the maintenance, repair, and construction of City Cemetery, Weed/Pest Mitigation and other pertinent public properties; to use and operate manual tools and light and heavy power driven equipment; and to perform a variety of tasks relative to assigned areas of responsibility.  This is the entry level in the class series. 

 

SUPERVISION EXERCISED:

May exercise technical and functional supervision over lower level seasonal staff.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES

Performs a variety of duties including, but not limited to:

 

  1. Operate the full range of tools and equipment including riding mower, push mower, edger, weed trimmer, over seeding machine, sod cutter, weed sprayers, dump trucks, tamper, chipper, air compressor, jackhammer, snow blower, snow plow, back hoe, truck and trailer, trencher, tree chipper, welder, cutting torch, drill press, and tractor.
  2. Lead, plan, and review the work of staff responsible for providing weed/pest mitigation and cemetery maintenance, repair, and construction services.
  3. Provide lead supervision in the use and operation of a variety of tools and equipment used in the maintenance, repair, and construction of the City Cemetery and weed/pest abatement.
  4. Build and set forms; mix and pour cement for sidewalks and concrete pads.
  5. Train assigned employees including in the areas of work methods, techniques, and the use and operation of equipment.
  6. Ensure the adherence with applicable standards and specifications; maintain cleanliness of work area and tools.
  7. Respond to public inquiries in a courteous manner; provide information within the area of assignment; resolve complaints in an efficient and timely manner.
  8. Maintain effluent water system.
  9. Perform the full range of duties in the assigned area of work.
  10. Perform a variety of building and grounds repair; remove trees, branches, and brush.
  11. Maintain water, weed, fertilize, and trim plantings in preparation for transplanting; plant and maintain trees, flowers, shrubs, and lawns.
  12. Water, mow, weed, trim, and fertilize grass around grave markers, monuments, head stones, curbs and trees; scalp and reseed lawns.
  13. Spade and other wise prepare ground around plants and shrubs, including mixing and applying fertilizers, insecticides, and herbicides.
  14. Perform routine cleaning and custodial work of public rest rooms, cemetery mausoleums, buildings, and other facilities; sweep cemetery paths and streets; secure building, vehicles, and gates; pick up litter. 
  15. Assist in burial services; dig graves; set up lowering devices, erect canopy and lower caskets, bells, and vaults; direct traffic and park cars; provide additional assistance to service attendants as needed.
  16. Perform service and preventative maintenance procedures and minor maintenance and adjustments on equipment used; perform a variety of shop maintenance duties as assigned; use welding and cutting torch tools to perform repairs and modifications of equipment used.
  17. Prepare and maintain records and reports regarding maintenance and repair projects.
  18. Perform other duties and responsibilities and assigned. 
Qualifications:

ABILITIES AND REQUIREMENTS

Has the knowledge, skills and ability to:

 

  1. Properly use methods and techniques of cemetery maintenance, repair and construction. 
  2. Properly use and maintenance of tools and equipment including operational characteristics of light and moderately heavy motorized equipment.
  3. Learn occupational hazards and standard safety precautions necessary in maintenance and repair work.
  4. Operate a variety of maintenance, repair, and construction equipment and tools in a safe and effective manner including riding mower, push mower, edger, weed trimmer, over seeding machine, sod cutter, weed sprayers, dump trucks, tamper, chipper, air compressor, jackhammer, snow blower, snow plow, back hoe, truck and trailer, trencher, tree chipper, welder, cutting torch, drill press, and tractor.
  5. Learn to read, interpret, and apply technical information from manuals, drawings, specifications, layouts, blueprints, and schematics.
  6. Understand and follow oral and written instructions.
  7. Perform work independently in the absence of supervision.
  8. Perform manual labor for extended periods of time in all types of weather.
  9. Operate a motor vehicle and ensure safe driving principles and practices.
  10. Understand, interpret and apply pertinent Federal, State, and local laws, codes, regulations and policies and procedures.
  11. Ability to work collaboratively and communicate clearly and effectively, both orally and in writing, with staff, City Officials, outside agencies and the general public. 
  12. Establish, maintain, and foster positive and harmonious working relationships with those contacted in the course of work including, but not limited to employees, vendors and the general public.
  13. Plan and organize work to meet schedules and timelines and the ability to exercise good judgment, flexibility, creativity, and sensitivity in response to changing situations and needs.
  14. Handle multiple concurrent projects and manage priorities and tasks.
  15. Understand the organization and operation of the assigned department and the City necessary to assume assigned responsibilities.
  16. Utilize modern office programs and equipment.
  17. Understand and apply basic principles of leader supervision and training to plan, organize and review the work of seasonal staff. 

 

EXPERIENCE AND TRAINING

Any combination equivalent to experience and training that would provide the required knowledge, skills, and abilities would be qualifying.  A typical way to obtain the knowledge, skills, and abilities may be:

 

            Experience:

Three years of experience performing responsible cemetery maintenance, repair, construction and equipment operation work.    

 

            Education:

            Equivalent to a high school diploma. 

 

            License or Certificate:

            Possession of, or ability to obtain, an appropriate, valid driver's license.

 

            Possession of, or ability to obtain, Weed and Pest Certification. 

 

 

PHYSICAL DEMANDS

Essential duties require the following physical skills and work environment:

            Ability to sit, stand, walk, kneel, crouch, stoop, squat, crawl, twist, climb, and lift 100 lbs., exposure to cold, heat, noise, outdoors, chemicals, explosive materials, mechanical hazards, and electrical hazards; ability to travel to different sites and locations; availability for shift work, on-call, stand-by, and emergency call.
