Description

This is administrative work assisting the City Manager with a variety of tasks.

Work involves providing support and assisting in the administration and coordination of citywide programs, departmental research, policies, procedures, and services. Work may also include supervision of one or more smaller functional areas in a department. Work is performed under the direction of the City Manager and is reviewed through conferences and reports.

Examples of Duties

Provides complex administrative, technical, and analytical support to the City Manager.

Assists in coordinating information and analysis, including the ability to perform financial analysis on complex issues and budget analysis.

Performs general administration duties, including liaison with City Council and departments. To perform these functions the position will be required to coordinate assigned activities with other city departments and outside agencies.

Serves as staff assistant to the City Manager by providing responsible and complex administrative support.

Conducts research studies of departmental operations and makes recommendations for improvements.

Reviews and evaluates departmental policies regarding personnel, fiscal, budget, and related administrative matters.

Supervises, plans, schedules, and directs employees in a smaller division of a department which may provide a public service or one which serves the internal organizational needs of a department.

Is assigned responsibility for carrying out specific projects.

Attends meetings in and outside the City organization as a liaison for the City Manager.

Provides effective and efficient customer services and promotes and maintains responsive community relations.

Performs related duties as assigned.

Typical Qualifications

A Bachelor's degree in Public or Business Administration or a related field is required. Three or more years of work in a comparable capacity is required. A Master's Degree in business administration, public administration, planning or related field is strongly preferred; or any equivalent combination of training and experience that provides the following knowledge, abilities, and skills:

Knowledge of municipal government functions and public administration or business administration, as well as research techniques.

Knowledge of mathematical, accounting, and computer software used in business operations.

Ability to conduct research assignments and to prepare written summaries and recommendations.

Ability to conduct studies, assemble information and prepare reports, establish/maintain effective working relationships,

Ability to communicate effectively (verbally and in writing).

Ability to comprehend complex legislative, financial and management reports.

Ability to operate a computer using office related software.

Ability to work independently in accordance with general instructions.

Ability to supervise, plan, and direct a small operational unit.

Ability to deal with the public and fellow employees in a positive manner.

Supplemental Information

Possession of a valid Class D Illinois vehicle operator's license or an equivalent license issued by the employee's state of residence.

Selected candidates must meet a residency requirement, which includes living in the state of Illinois or Iowa and maintaining a 60-minute response time.

The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception, and the ability to adjust focus.
