General Description
The System Analyst position is responsible for supporting the Project Management Office located in the Mayor’s Office with analyzing business processes, optimizing enterprise systems, and performing light system administration to ensure tools and workflows operate efficiently. This position serves as a bridge between business users, IT teams, and Project management Office leadership to deliver reliable, scalable solutions that support organizational strategy. Supervision for this position is received from the Director of Project Management. Performs related duties as assigned.
This is a Competitive Class position. The individual selected to fill this vacancy will be given a provisional appointment and will be required to participate in the next Civil Service Examination for this title.
A qualified applicant may be provisionally appointed and serve in the position until a Civil Service Examination is administered and an appropriate eligible list can be established to make a permanent appointment in accordance with the Civil Service Rule of Three. Typical Work Activities
- Evaluates business processes and system usage to identify improvement opportunities;
- Gathers, documents, and validates business and functional requirements;
- Translates business needs into clear specifications for IT teams or vendors;
- Supports the Project Management Office governance by ensuring systems align with standards and reporting needs;
- Perform basic system administration (user provisioning, access management, configuration updates, troubleshooting);
- Maintains system settings, metadata, workflows, and dashboards;
- Supports system upgrades, patching, and environment validation;
- Maintain system documentation and configuration logs;
- Supports testing activities (test cases, UAT coordination, defect tracking);
- Provides Tier 2 (Level 2) support for PMO projects and related applications;
- Troubleshoots system issues and coordinate resolutions with IT or vendors;
- Assists with rollout of new features, enhancements, and process changes;
- Supports the Project Management Office’s reporting and dashboard development;
- Monitors data integrity and compliance with governance standards;
- Analyzes system data to identify trends and improvement opportunities;
- Collaborates with project managers, business units, and IT teams;
- Communicates technical concepts in clear, business friendly language;
- Provides training and support to end users on PMO tools and processes.
Minimum Qualifications
I. Master’s degree in Business Administration, Management Information Systems or a closely related field PLUS three (3) years of experience in process re-engineering which involved defining and analyzing business process for the purpose of implementing improved processes new of modified business systems.

II. Any Bachelor’s degree PLUS four (4) years of experience as described in I.

III. Any Associate’s degree PLUS five (5) years of experience as described in I.
