What are the responsibilities and job description for the Peer Navigator Supervisor position at City of Rochester (NY)?
This position is responsible for the daily leadership, mentorship, coaching, and non-clinical supervision of Peer Navigators assigned to the Person in Crisis (PIC) Team within the Crisis Intervention Services Unit (CISU). Working collaboratively with the PIC Team Supervisors, licensed behavioral health professionals, Emergency Response Social Workers, and community partners, the Peer Navigator Supervisor promotes recovery-oriented, trauma informed, person-centered, and culturally responsive crisis intervention services.
The Peer Navigator Supervisor supports the integration of Peer Navigators into the crisis response model by ensuring adherence to peer support values, ethical standards, and professional boundaries while fostering a collaborative team environment. This position provides leadership in developing peer practice, strengthening workforce development, promoting staff wellness, and ensuring high-quality service delivery that reflects the goals of the Daniel’s Law Pilot and the City’s community based crisis response model.
I. Master’s degree in social work, psychology, or other human service-related field AND one (1) year of full-time experience (or part-time equivalent) providing crisis response in a mental health, substance abuse, or human service setting; OR
II. Bachelor’s degree in social work, psychology, or other human service-related field AND three (3) years of full-time experience (or part-time equivalent) as described in I; OR
III. Associate’s degree in social work, psychology, or other human service-related field AND five (5) years of full-time experience (or part-time equivalent) as described in I; OR
IV. Seven (7) years of experience as described in I.
SPECIAL REQUIREMENTS:

This position provides leadership in developing peer practice, strengthening workforce development, promoting staff wellness, and ensuring high-quality service delivery that reflects the goals of the Daniel’s Law Pilot and the City’s community based crisis response model.
This is a Competitive Class position. The individual selected to fill this vacancy will be given a provisional appointment and will be required to participate in the next Civil Service Examination for this title.
A qualified applicant may be provisionally appointed and serve in the position until a Civil Service Examination is administered and an appropriate eligible list can be established to make a permanent appointment in accordance with the Civil Service Rule of Three. CITY RESIDENCY WILL BE REQUIRED WITHIN ONE YEAR OF HIRE.
- Provides daily leadership, mentoring, and coaching to Peer Navigators;
- Models recovery oriented and trauma informed practices;
- Fosters a culture of hope, resilience, respect, and recovery;
- Promotes peer role fidelity and ethical peer support practices;
- Conducts regular individual coaching and supervision meetings with Peer Navigators;
- Facilitates peer team meetings, team-building, and reflective practice sessions;
- Promotes teamwork and collaborative workflows between Peer Navigators and Emergency Response Social Workers;
- Assists in onboarding and orientation of newly hired Peer Navigators;
- Identifies opportunities to strengthen peer involvement, roles, and responsibilities throughout crisis response and follow-up services;
- Advocates for recovery oriented practices throughout the organization;
- Identifies learning opportunities and coordinates peer training;
- Assists in developing peer performance measures, outcome tracking, and annual peer competencies;
- Monitors and assists with scheduling the Peer Navigators to ensure that they are present for all appropriate responses up to 24/7 basis, required documentation, reports, and daily operational needs;
- Supports compliance with City policies and departmental procedures;
- Participates in quality assurance and performance improvement initiatives;
- Participates in program evaluation activities related to the Daniel’s Law Pilot;
- Collaborates with PIC AND CISU Leadership, staff, community partners, health care providers, 988, 911, and community organizations;
- Participates in multidisciplinary case discussions as appropriate;
- Represents the peer voice and services in staff and planning meetings, supervisions, and workgroups;
- Maintains confidentiality in accordance with HIPAA and City policies;
- Assists with policy and procedure development;
- Ensures that all Peer Navigators have an up-to-date peer certification;
- Supports the implementation of Daniel’s Law Pilot initiatives.
