The City of Roanoke is seeking a Buyer to procure goods and services for effective operation of City departments. The successful candidate will assist in the verification of requisitions and determines appropriate procurement method; prepare solicitation documents, including, but not limited to, Invitations to Bid (ITB) and Requests for Proposal (RFP); and facilitate formal solicitations processes, meetings, interviews and training. Additional job responsibilities include managing vendor relationships; writing, reviewing, and negotiating City of Roanoke and vendors contracts; and maintaining various purchasing records. Associate's degree or equivalent from two-year college with major in marketing, business management, purchasing or related field; two or more years related experience and/or training in purchasing; or equivalent combination of education and experience is required.

Procures supplies, materials, and equipment for effective operation of City departments.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
Coordinates and consolidates the needs of various departments for goods and services
Advises department and division personnel on purchasing matters
Acts as a sourcing agent for City departments.
Reviews requisitions for goods and services and determines appropriate method of procurement
Collects information needed to initiate the bid/proposal process
Facilitates formal solicitation processes
Acts as a liaison between contractors and City departments and/or divisions
Prepares solicitations; issues purchase orders, writes, reviews and negotiates City and vendor contracts
Negotiates contract fees, scope of work, and contract terms
Maintains contract database and various purchasing records
Facilitates meetings, interviews and training sessions for internal and/or external customers and vendors
Receives and analyzes quotations, bids and proposals for relative prices and for consistency with specifications
Assists in verifying good and service quality
Manages vendor relationships to include customer service and training support
Coordinates sale or disposition of surplus items
Other duties as assigned.

Ability to listen and ascertain the needs of customers; ability to find and communicate accurate information concerning process, policies and procedures to customers; ability to respond to customers tactfully and courteously.
