The City of Richmond Department of Public Utilities is seeking a qualified Management Analyst Associate to fulfill the daily financial and administrative operations for the Stormwater Utility (SWU) Operations and Maintenance Division. This position will assist the Program Manager and Supervisor with procuring goods and services, reconciling financial reports and creating work orders for projects. Additionally, this position is responsible for reviewing accounts payables, receiving in vendor receipt packets, executing daily account procedures, and adhering to the City of Richmond and the Commonwealth of VA procurement guidelines

Duties include but are not limited to
- Prepares, distributes and submits financial reports in addition to monitoring accounts payables.
- Monitors Operations and Maintenance budgets.
- Procures goods and services in accordance with City of Richmond and Commonwealth of Virginia guidelines.
- Receives, collects and enters data into Oracle-based software.
MINIMUM TRAINING AND EXPERIENCE:
- Bachelor's degree in business/public administration or field related to assignment
- Two years of paraprofessional experience in area related to assignment, such as assisting with program or project administration and management analysis
- An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification
- Four (4) years of experience with emphasis in finance, budget management, data entry, communication, computer application, office automation and customer service.
- Accounts Receivable experience with at least two (2) years of experience with an emphasis on processing receipts, purchasing documents and reconciling receipts with invoice payments.
- Customer Service experience with at least one (1) year of experience with an emphasis on responding to complaints and direct customer contact via phone, email or in-person.
- Two (2) years of data entry experience working with Oracle-based software.
- Clerical experience including serving as a receptionist; preparing correspondence and mailings; maintaining general office files; scheduling conference rooms and meetings; maintaining various tracking systems; and preparing various reports.
- Procurement experience with at least two (2) years of experience procuring goods and services in accordance with City of Richmond and Commonwealth of Virginia procurement guidelines.
- Proficiency with Microsoft Office Suite. At least two (2) years of experience using Microsoft Office programs, particularly Excel, Word and Outlook.
- Some assignments may require a valid Driver's License with a satisfactory driving record, and a valid Commonwealth of Virginia Driver's License within 30 days of hire.
