FUNCTIONS:
- Plan, organize, and supervise the water metering functions for the City.
- Provide technical and policy information to the public, contractors, and government agencies; meet with customers and complainants to resolve issues and maintain positive relationships.
- Perform and oversee specialized technical duties related to the installation, maintenance, testing, and repair of City water meters and AMI components.
- Estimate materials, time, and personnel required to complete work projects, and develop schedules, including alternate schedules in case of inclement weather conditions.
- Prepare and maintain accurate records and reports related to projects, job status, work activities, AMI performance and productivity.
- Assist in the development of area budgets; monitor, and control materials purchases and expenditures; evaluate and determine required work projects, equipment and materials with approval from the section Manager.
- Plan, direct and coordinate the excavation and trenching related to water meter installation and repairs ensuring proper grade and restoration. Coordinate with Utility Billing on account investigations, meter discrepancies, and water turn-ons and turn-offs.
- Direct and participate in the installation, testing, repair, and replacement of water meters to ensure accuracy; disinfect water lines in accordance with regulations. Inspect new water meters and related equipment to ensure proper installation, operation, and compliance with applicable codes, regulations, and standards.
- Supervise the installation, maintenance, and repair of valves; supervise and assist with the repair of leaks related to water meters and tailpieces.
- Troubleshoot and repair Advanced Metering Infrastructure (AMI) communication issues; monitor system performance and make corrective actions to maintain accurate meter data.
- Conduct analysis, notification and monitoring of major water leaks and assist customers with troubleshooting high consumption issues and provide technical assistance to larger or complex facilities.
- Schedule safety and other training sessions; inspect job sites for safety compliance and proper work practices; ensure proper cleanup and restoration of job sites.
- Remain current with relevant technological advancements related to water metering, AMI systems, and water utility operations.
- Coordinate with AMI systems and product support, third party vendors, and contractors for warranty work, network upgrades, and software patches.
- Maintain inventory of tools, equipment and supplies on maintenance vehicles; ensure vehicles, tools and equipment are maintained in a clean, safe, proper working condition; and are properly secured.
- Perform traffic control duties for co-workers, other City departments, and contractors as assigned.
- Operate and maintain hand tools, power tools and specialized equipment used in water maintenance, construction and grounds keeping
- Test water systems to ensure proper and adequate water flow for fire prevention purposes and insurance qualification.
- Locate, update and correct records, and diagrams of water mains, meters and valve locations
- Evaluate employee performance; conduct consistent staff and 1:1 check in meetings with direct reports.
- Coordinate the hiring and onboarding of new employees.
- Delegate, review and ensure timely completion of duties of assigned staff.
- Assist in the development and communication of department goals that support the City’s Mission and Business Plan.
- Train staff, set specific and measurable standards and goals.
- Evaluate the Water Meter function to improve service, productivity, and efficiency, and assist with resolution of work-related complaints and issues that cannot be addressed by staff.
- Comply with and administer City policies.

EDUCATION AND EXPERIENCE, AND LICENSE REQUIREMENTS:
- 3 years of progressively responsible experience in water maintenance, water distribution, and or water metering services.
- One-year supervisory or lead experience or demonstrated leadership experience (guiding, influencing, role modeling).
- Valid Water Distribution Manager II Certificate.
- Valid driver’s license.
- Valid Flagging Certificate or ability to obtain within six months.
- First Aid Certificate or ability to obtain within six months.
- Certification in asbestos pipe repair or ability to obtain within six months.
- Certificate in confined space entry or ability to obtain within six months.
- Certificate in competent person training or ability to obtain within six months.
- Successful passing of a required background check and driving record check.
PHYSICAL DEMANDS:
- Drive to offsite locations to perform essential functions.
- Move throughout City facilities and buildings.
- Operate a computer and other office equipment.
- Communicate with City employees and residents.
- Lift or move items weighing up to 50 pounds regularly and 100 pounds occasionally.
- Lift heavy objects in awkward and confined spaces, using proper lifting and rigging techniques.
- Climb and work from ladders, climb stairs.
- Bending, stretching, and standing for extended periods.
WORK ENVIRONMENT:
- Work is performed outdoors in all weather conditions (and indoors in an office environment occasionally).
- Exposure to high voltage wires, hazardous materials, heights, and noise from equipment.
- Work is performed within the right of way, and in high traffic conditions.
- May be required to participate in a standby or on-call rotation.
- Noise level out in the field is moderately loud. Noise level in the office is moderately quiet.
- Work evening and/or weekend hours as needed.
- Night meetings may be required.
