The City of Redding is accepting applications for the position of Geographic Information Systems (GIS) Analyst in the GIS Division of the Information Technology Department. The GIS Analyst position’s primary duties will be to support Redding Electric Utility (REU) through the maintenance and development of the utility’s electric geometric network. The ideal candidate will have a strong understanding of GIS concepts and applications with an emphasis on attention to detail. As well as experience working in the electric utility industry.
Geographic Information Systems (GIS) Analyst I: Under immediate supervision, operation of REU Geographical Information System (GIS) workstations and software; research, maintenance, and data entry of spatial and attribute databases; presentation mapping, reporting and analysis; routine departmental mapping requests and analysis'; and work in association with other departments and agencies.
Geographic Information Systems (GIS) Analyst II: Under general supervision, perform a wide range of professional work in the design, implementation, maintenance, and analysis of geographic information systems relating to the electric utility system. Operation of GIS workstations and software; research, maintenance, data entry and verification of spatial and attribute databases; presentation mapping, reporting and analysis; routine and special mapping and analysis requests; working in association with other departments and agencies.

We are looking for someone to
GIS Analyst I
Utilizes in-house GIS data, in Autocad and/or ArcGIS Desktopformat, to create routine map exhibits.- Utilizes GIS data, from in-house and outside sources, to process special mapping requests, in Autocad and/or ArcGIS Desktop format, for small and large-format presentation maps.
- Digitizes and/or creates spatial entities (points, lines and polygons), both on-screen and from a digitizing tablet, using Autocad and/or ArcGIS Desktop, and captures required attributes relating to the spatial entity.
- Researches, verifies, inserts, updates, edits, deletes and/or maintains spatial data, in Autocad and/or in ArcGIS Desktop, and attribute data in SQL Server, Access, ArcGIS Desktop, Excel, or comma delimited text files.
- Prepares notification lists and/or labels, in Autocad and/or ArcGIS Desktop, using spatial tools and queries, based upon the required buffer distance and mailing label information.
- Performs basic and routine spatial analysis such as selections by spatial type and/or attributes, selections by calculated and/or derived values, buffering of points, lines and/or polygons, polygon merges and dissolves by attribute values, spatial joins and summaries, point and address geocoding, and spatial unions, intersections and clipping.
GIS Analyst II
- Performs the most complex special mapping and data requests, utilizing AutoCAD, ArcGIS Desktop, Spatial Analyst, and other required spatial and/or database tools.
- Creates, modifies, imports and/or utilizes existing cell or grid-based GIS datasets to perform complex spatial analysis, using ArcGIS Desktop and Spatial Analyst or 3D Analyst.
- Imports, modifies and/or utilizes existing raster imagery GIS datasets, performs basic raster editing functions such as mosaicing and tonal ranging, and performs coordinate transformations and/or coordinate positioning of image files for use in AutoCAD, ArcGIS Desktop, and Image Analyst.
- Performs coordinate transformations and/or datum conversions on specified spatial datasets, for use in AutoCAD and/or ArcGIS Desktop.
- Performs complex point, polygon and address geocoding and/or linking of external data files to existing geo-referenced datasets for the purposes of geocoding, in ArcGIS Desktop, Network Analyst, including editing and modification of existing database tables for the purpose of geocoding.
- Performs complex database manipulations, in SQL Server, Access, Dbase-files, and/or text files, including normalization, search and replace, field calculations, flagging, summaries and derivations, for the purpose of linking manipulated tables/files with existing geo-referenced GIS spatial and/or attribute datasets.
- Performs spatial data creation and maintenance of network topologies, such as the street network and the wastewater network, including attributes necessary for external modeling functions, for the purposes of trace routing, network routing and arc-node partitioning, using Network Analyst.
Qualifications we're looking for
GIS Analyst I
Knowledge of principles, techniques, methods, and nomenclature of: geography, cartography, mapping, map projections and coordinate systems- Knowledge of operation of GIS workstations and software
- Knowledge of tabular, relational and attribute databases
- Knowledge of spatial data and its characteristics
- Ability to troubleshoot and perform routine maintenance on GIS workstations and peripheral equipment
- Ability to perform research, documentation, maintenance, and entry of spatial and attribute data
- Ability to produce mapping, reports and/or analysis which satisfy routine departmental requests
- Ability to communicate clearly and concisely, orally and in writing; develop and maintain departmental and city-wide spatial and attribute data
- Ability to import, export, translate, convert, and transfer mapping and attribute data using the network and the Internet
- Knowledge of principles, techniques and methods of geographic information systems, automated mapping systems, cartography, transportation and network routing, and databases are required
- Knowledge of operation, set-up and configuration of GIS workstations and software
- Knowledge of tabular, relational and attribute database design
- Knowledge of presentation mapping and plotting
- Knowledge of research, documentation, maintenance, entry, and verification of spatial and attribute data
- Knowledge of basic project management, supervision and training
- Ability to operate, set-up and configure GIS workstations and software
- Ability to troubleshoot and perform routine maintenance on GIS workstations and peripheral equipment; perform research, documentation, maintenance, entry, and verification of spatial and attribute data
- Ability to produce mapping, reports and/or analysis which satisfy routine and special departmental requests
- Ability to analyze user needs and requirements, develop, test and implement GIS applications
- Ability to identify goals, objectives and problems, examine alternatives, and develop procedures, conclusions and recommendations
- Ability to import, export, translate, convert, and transfer mapping and attribute data using the network and the Internet
- Ability to train staff and supervise staff on special projects
- Any combination of training and experience that provides the required knowledge, skills, and abilities is qualifying.
- Typical education would include a Bachelor's Degree or equivalent in GIS, Geography, Cartography and/or Computer Science. An Associate of Arts Degree from an accredited college or university with college course work in GIS, Geography, Cartography and/or Computer Science and two years experience in operating, maintaining, and implementing automated mapping or geographic information systems may substitute for the Bachelors Degree.
- Typical experience would include at least 1-2 years of experience in operating, maintaining and implementing automated mapping or geographic information systems.
- Possession of the appropriate valid California driver's license, or ability to acquire one within ten days of appointment.
- Autocad Map, ArcGIS Desktop, Spatial Analyst, Autodesk Mapguide, Microsoft Access, and SQL Server experience desirable.

Two weeks per year up to the fourth year of service, three weeks up to nine years of service, three and a half weeks up to fourteen years of service, four weeks up to nineteen years of service, four and a half weeks up to twenty-four years of service, five weeks after twenty-four years of service. For accrual rates for Fire Department shift employees, refer to MOU. Part-time and temporary employees may be eligible for some vacation/paid time off benefits.
Sick Leave:
Twelve working days of sick leave are accrued each year. Unused sick leave may be credited toward retirement. For accrual rates for Fire Department shift employees, refer to MOU.

Retirement:
Full-time employees are covered by CalPERS (formula is dependent on hire date and member status in CalPERS) and are not covered under the Social Security System.

Deferred Compensation Plans:
Available for interested employees.
