Job Description




The City of Raleigh is seeking a Workers’ Compensation Analyst to join the Human Resources Department. This role is critical in supporting the City’s commitment to employee well-being by ensuring timely, fair, and compliant administration of workers’ compensation claims. The Workers’ Compensation Analyst plays a key role in managing claims, coordinating with medical providers, and ensuring adherence to legal and policy standards. This position manages and monitors workers’ compensation claims from start to resolution. You will serve as a liaison between employees, departments, medical providers, and third-party administrators to ensure accurate and timely processing of claims. You’ll also analyze trends, ensure compliance with state and federal regulations, and support return-to-work initiatives.

This position requires a highly motivated and experienced Human Resources professional with a strong understanding of the critical role Workers’ Compensation plays in supporting employee well-being and contributing to talent retention. Duties and Responsibilities

  • Administer and monitor workers’ compensation claims in compliance with North Carolina Workers’ Compensation Act and City policies.
  • Serve as the primary point of contact for injured employees, supervisors, and third-party administrators.
  • Coordinate medical treatment and return-to-work plans with providers and departments.
  • Investigate claims, gather documentation, and determine compensability.
  • Maintain accurate records and documentation in the HRIS and claims management systems.
  • Analyze claims data and trends to identify areas for improvement and risk mitigation.
  • Collaborate with Legal, Safety, and HR Business Partners on complex cases.
  • Provide training and guidance to departments on workers’ compensation procedures.
  • Ensure timely reporting and compliance with OSHA and other regulatory requirements.
  • Support audits and reporting related to workers’ compensation and occupational health.

Typical Qualifications

Education and Experience:

Bachelor's Degree in Insurance, Business, Public Administration, or related field; 3 to 5 years' experience in risk management or a related field

OR

Any equivalent combination of training and/or experience that provides the required knowledge, skills and abilities may be substituted

Preferred Qualifications:
  • Experience in public sector or municipal government
  • Knowledge of North Carolina Workers’ Compensation laws
  • Experience with HRIS systems (PeopleSoft preferred)
  • Certified Workers’ Compensation Professional (CWCP), PHR, or related certification
  • PHR/SHRM-CP

Work is typically performed in an office or similar indoor environment.

Work in this position does not require frequent environmental exposures. Employees may occasionally be exposed to Individuals who are hostile or irate.
