The City of Raleigh is seeking a Master Electrician to join our team with Raleigh Water. This position will be devoted to journey-level skilled trades work in the construction, alteration and repair of utility plant facilities and equipment. Responsible for the installation, maintenance, and repair of electrical systems and control equipment supporting the operations of a large-scale water treatment and pumping facility. This role ensures the continuous and safe operation of medium-voltage power distribution, motor control centers, programmable logic controllers (PLCs), SCADA systems, variable frequency drives (VFDs), and instrumentation critical to water treatment, distribution, and pumping processes.

Key responsibilities include troubleshooting and diagnosing complex electrical and control system issues, performing preventive maintenance on electrical infrastructure, updating wiring diagrams and control schematics, and ensuring all work complies with the National Electrical Code (NEC), local codes, and safety regulations. The electrician collaborates closely with operations, mechanical, and instrumentation teams to maintain system integrity and operational efficiency.

This position requires expertise in industrial automation, strong analytical and problem-solving skills, and the ability to respond to emergency repairs under minimal supervision in a mission-critical environment.

  • Install, maintain, and repair electrical systems including medium- and low-voltage power distribution for pumps, motors, and treatment equipment

  • Troubleshoot, test, and diagnose issues with complex electrical and electronic control systems

  • Maintain and calibrate PLCs, SCADA systems, HMIs, and other automation controls used in water treatment and pumping operations

  • Perform preventive and predictive maintenance on electrical panels, MCCs, transformers, switchgear, and control wiring

  • Install and configure variable frequency drives (VFDs), soft starters, and motor protection systems

  • Interpret and update electrical blueprints, wiring diagrams, P&IDs, and control schematics

  • Ensure compliance with National Electrical Code (NEC), OSHA standards, and facility safety policies

  • Assist in system upgrades, retrofits, and expansions, including the integration of new control systems and electrical components

  • Coordinate with operations, mechanical, and instrumentation teams to support facility reliability and performance

  • Respond to after-hours emergencies or critical failures as part of an on-call rotation (if applicable)

  • Document maintenance and repair activities in computerized maintenance management systems (CMMS)

  • Identify opportunities for energy efficiency, control optimization, and system improvements

  • Maintain inventory of spare electrical parts, tools, and safety gear

  • Participate in safety meetings, training sessions, and ongoing technical development

  • This role requires the operation of assigned equipment 

Education and Experience:

High School diploma or G.E.D. equivalency; 3 to 5 years' experience in journey electrician or related work

OR 

Any equivalent combination of training and/or experience that provides the required knowledge, skills and abilities may be substituted unless otherwise subject to any other requirements set forth in law or regulation

Licenses and Certifications:

  • Valid North Carolina Class C Driver’s License with a satisfactory driving record, or the ability to obtain within 60 days of hire

Knowledge of:

  • Practices and methods of electrical maintenance, repair and installation work
  • Practices and methods of coaching and leading the work of others
  • Basic mathematical concepts
  • Occupational hazards and applicable safety principles and practices
  • Applicable federal, state, and local laws, codes, regulations
  • Customer service principles
  • Standard practices, methods and materials of assigned work
  • Uses and properties of supplies and equipment
  • Specialized equipment relevant to area of assignment
  • Modern office practices and procedures including the use of standard office equipment and computer applications such as word processing, database, and spreadsheet applications

Skill in:

  • Diagnosing, assessing and evaluating electrical repair and maintenance needs
  • Providing directions, training and coaching to work crews
  • Attention to detail to ensure accurate maintenance and repairs
  • Using tools and equipment
  • Performing and overseeing journey-level repairs, maintenance and installation of electrical components, equipment and systems
  • Conducting inspections, equipment testing and providing preventative maintenance
  • Organizing tasks, meeting deadlines and prioritizing competing demands

Ability to:

  • Coordinate deadlines and prioritize work demands
  • Interpret technical manuals, blueprints, and electrical schematics for troubleshooting and maintenance
  • Communicate with coworkers, supervisors, the general public and others to sufficiently exchange or convey information and to receive work directions
  • Troubleshoot electrical circuits

ADA and Other Requirements:

Work Environment and Physical Effort:
Medium: Exerting up to 50 pounds of force occasionally, up to 25 pounds of forcefrequently, and/or up to 10 pounds of force constantly to move objects.

Work Environment:
Work is typically performed in an office or similar indoor environment, outdoor environment, vehicle, warehouse environment, or shop environment. Employees may occasionally work in a street environment (near moving traffic), construction site, or in a confined space.

Work Exposures:
There is frequent exposure to moving mechanical parts,fumesor airborne particles, and toxic or caustic chemicals or substances. Employees may occasionally be exposed to extreme cold (below 32 degrees), extreme heat (above 100 degrees), or loud noises (85 decibels average over 8-hour working day such as heavy trucks, jack hammers, leaf blowers, lawn mowers, construction).
