Raleigh Water, a leading municipal water and wastewater provider in North Carolina, provides world class services to the City of Raleigh service area and the surrounding merger communities of Garner, Rolesville, Wake Forest, Knightdale, Wendell, and Zebulon.
As part of our Capital Improvement Division, the Engineering Supervisor of Raleigh Water Development Review oversees a Team responsible for utility plan review, utility permitting, maintaining and ensuring compliance with the Raleigh Water Design Manual, and administration of Raleigh Water’s Urban Main Replacement and Oversized Main Reimbursement Programs.
This position supervises a team of engineers and technical staff, serves as one of the Departmental liaisons between Raleigh Water and the merger communities and is the primary contact for developers regarding utility plan approvals and permitting processes.

Supervises and manages the Development Review team, including engineers and technical staff
Oversees programs by establishing goals, priorities, and strategies. Offers advanced technical guidance on standards, policies, and regulations, and directs resource assignments
Serves as liaison with other City departments, merger communities, developers, and the public
Participates in interdepartmental collaboration and the coordination of operations to address issues
Consults regarding major design and construction issues, oversight of development review, and comprehensive plan implementation
Assists with customer concerns, and escalations. Provides technical support for the most complex plan/permit reviews
Leads and supports continuous process improvement initiatives focused on customer service and efficient project delivery
Serves as backup to the Engineering Manager Role for the Development Review Program
Education and Experience:
Bachelor's Degree in Engineering, Civil Engineering, Construction Management or related field, and 5 to 7 years' experience in engineering, construction management or related work
OR
Any equivalent combination of training and/or experience that provides the required knowledge, skills and abilities may be substituted
Licensing and Certifications:
- Valid North Carolina Class C Driver's License with a satisfactory driving record, or the ability to obtain within 60 days of hire
Preferred Qualifications:
- Professional Engineering (PE) Registration
Knowledge of:
- Engineering design principles and construction methods for water and reuse distribution systems, wastewater collection systems, and water and wastewater treatment facilities
- Federal, State, and local regulations related to water and sewer systems
- Critical thinking and problem-solving methods
- Project/ program management principles.
- Supervisory practices, and techniques
- Current industry trends and best practices
Skill In:
- Analyzing and facilitating the resolution of complex problems requiring multi-department cooperation
- Serving as a technical consultant and departmental liaison
- Identifying deficiencies and implementing effective engineering solutions
- Monitoring compliance with applicable plans, standards, and regulations
- Developing cohesive work teams and motivate staff
- Facilitating group discussions and building consensus
Ability to:
- Speak before public audiences and conduct presentations related to development plan reviews
- Organize and prioritize work in a team environment
- Use sound judgment and initiative to solve problems within established parameters.
- Manage multiple priorities under deadline pressure
- Provide technical guidance to City staff, partner agencies, private firms and the public
- Analyze complex and difficult engineering challenges and recommend technical decisions regarding utility projects

Work Environment:
Work is typically performed in an office or similar indoor environment. Employees may occasionally work in an outdoor environment, street environment (near moving traffic), construction site, or in a vehicle.

Work in this position does not require frequent environmental exposures. Employees may occasionally be exposed to individuals who are hostile or irate.
