POSITION SUMMARY:
Responsible for maintaining efficient water service to customers by assisting with supervision of field crews engaged in the construction, maintenance and repair of the water distribution system. Also assists with supervision of meter readings and field service functions. Reports to Director of Public Works.
JOB DUTIES:
Meter Shop - Assists the Supervisor with the following functions:
- Maintains accurate records for individual meter readings and program totals including the number of meters read, number of days worked/off and number of reading errors
- Trains new meter readers to use hand-held meter reading devices and makes periodic field checks to assist them as necessary
- Responds to telephone calls from utility customers who have questions or complaints associated with meter readings
- Inspects the work and progress of employees
- Trains employees in work procedures, City policies and safety practices
- Completes weekly timesheets and forwards to payroll for processing
- Other duties as assigned
Water Distribution - Assists the Supervisor with the following functions:
- Plans, assigns and supervises the work of service crews engaged in the installation, relocation and repair of water mains, service connections, fire hydrants, valves and related water distribution equipment
- Checks materials and workmanship, suggests improvements in work methods and procedures
- Oversees the construction of water main extensions and other distribution facilities
- Trains employees in work procedures, City policies and safety practices
- Completes weekly timesheets and forwards to payroll for processing
- Other duties as assigned
This position requires regularly being on call for working evenings, weekends, and/or holidays and to respond to emergency events. Must be available to cover for other supervisors as needed, which includes snow removal throughout the city, house demolitions, etc. Must be readily available to respond to emergency events.
QUALIFICATIONS:
Training and Experience:
Associate's degree or equivalent from a two-year college or technical school and/or two (2) years related experience; or high school diploma or GED equivalent plus four (4) years related experience; or equivalent combination of training and experience which provides the required knowledge, skills and abilities.
Knowledge, Skills and Abilities:
Knowledge of techniques, equipment, and materials used in the installation, maintenance of water mains, meters, valves, pumps, motors, hydrants, and services; knowledge of equipment, tools, and materials used in water system activities and services; knowledge of meter reading practices and equipment; and knowledge of safety rules and regulations, as well as federal, state, and local laws, codes and regulations.
Excellent skill in public, employee and labor relations and in maintaining effective relationships; skill in researching, compiling and analyzing information; preparing reports and multitasking; using Microsoft Outlook, Word, Excel and PowerPoint. Ability to use Arc GIS reader.
Ability to maintain absolute confidentiality of the materials and situations encountered on the job; define problems, collect data, establish facts and draw valid conclusions; read, analyze and interpret documents such as policies, procedures, regulations, laws and labor agreements; calculate fractions, decimals and percentages; and interpret a variety of instructions in written, oral, picture and schedule form.

RESIDENCY REQUIREMENT:
Employees shall reside within the boundaries of Adams County, Illinois within six months of the effective date of employment with the City of Quincy.
Salary : $70,000 - $75,000
