The Economic Development Director leads the City’s business attraction, retention, and expansion efforts while managing staff, budgets, and strategic initiatives. This role builds partnerships with public and private stakeholders, secures grants and incentives, and promotes equitable economic opportunities to support sustainable growth and community development.
Responsibilities and Reporting During an Emergency Situation: If assigned, employees in this classification will be required to report and carry out duties as directed for the duration of an emergency. Depending on the nature of the emergency, there may be times when you’ll need to work extended hours or consecutive days with little notice.
Bachelor’s degree in Public Administration, Business Administration, Economics, Urban Planning, or related field. Seven (7) to ten (10) years of progressively responsible experience in economic development, redevelopment, urban planning, or business development, including at least five (5) years in a management or leadership role. Demonstrated experience in developing and implementing strategic economic development initiatives, including business attraction, retention, and expansion programs. Strong knowledge of municipal budgeting, financial analysis, and economic impact evaluation. Proven ability to manage staff, budgets, and departmental operations at a senior level. Valid Florida Driver’s License.
Preferred Qualifications
Master’s degree in Public Administration, Business, Economics, Urban Planning, or a related field. Professional certifications such as Certified Economic Developer (CEcD) or American Institute of Certified Planners (AICP). Experience working in a municipal, county, or regional government setting at a leadership level. Demonstrated success in securing grants, public-private partnerships, or economic incentive packages.

- Develop, implement, and update the City’s comprehensive Economic Development Business Plan, including data analysis, market research, and measurable performance indicators.
- Establish strategies for business attraction, retention, and expansion, with emphasis on job creation, fiscal impact, and sustainable growth.
- Act as the City’s primary liaison and ambassador to regional, state, and national economic development organizations, private stakeholders, and public partners.
- Prepare and oversee the departmental budget, manage resources, and supervise Economic Development staff and contractors.
- Provide policy recommendations to City leadership and evaluate financial proposals for feasibility and alignment with City goals.
- Organize and oversee outreach efforts, community forums, and engagement campaigns to ensure public and business input in economic initiatives.
- Identify, secure, and manage local, state, and federal grants, loans, and incentive programs to support business development and investment.
- Promote business retention and expansion in underserved areas to enhance economic opportunity.
- Prepare and present economic development reports for City leadership, external agencies, and the community.
- Coordinate with local contractors, businesses, and workforce agencies to foster employment opportunities and encourage local participation.
- Lead the City’s marketing and branding efforts for economic development, including promotional campaigns, trade shows, and forums.
- Provide leadership on redevelopment and business development strategies, ensuring alignment with Citywide plans and policies.
- Build and maintain strong working relationships with the financial sector, business community, and civic organizations to foster investment.
- Perform other related responsibilities in support of the City’s economic growth objectives.
