Summary Of Duties
The Strategic Finance Manager is responsible for providing support to the Finance and Budget Departments across all of the responsibilities in the areas of process improvements, internal and external audit research and analytics. Bridges the gap between functional business units (Finance, Human Resources, Budget) and technical teams, focusing on requirements gathering, functional design, system configuration, and testing applications. Works under indirect supervision, conferring with supervisor on unusual matters. Works extensively within the Finance and Budget Departments, as well as other city departments regarding the financial software.Works extensively with the Human Resources and Technology Solutions Departments regarding the payroll software.
Distinguishing Characteristics: This position provides strategic planning and assistance by working with the Finance Budget, and Human Resources divisions to improve and implement processes to accomplish end results, for using departments.

Knowledge Of:
GAAP for governments; applicable local, state and federal laws; automated accounting systems; Government Finance Officers Association (GFOA) financial reporting programs.
Skills And Abilities
Communicating effectively both verbally and in writing; planning and directing activities; establishing and maintaining relationships with using departments; ability to take initiative in identifying and resolving issues as they arise; skilled in Microsoft Office applications (Excel, Work, Outlook).
Education
Bachelor’s degree in Accounting; Master’s Degree or CPA preferred; audit emphasis preferred.
Experience
Five (5) years of progressive accounting experience.
Any work-related experience resulting in acceptable proficiency levels in the above minimum qualifications is an acceptable substitute for the above-specified education and experience requirements.

This is primarily a sedentary office classification although standing in work areas and walking between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment; vision to read printed materials and a computer screen; hearing and speech to communicate in person and over the telephone. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to 25 pounds.
Employees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.

- Serves as the primary business and systems liaison between Finance, Human Resources, Budget, Technology Solutions and end users for both the financial and payroll software environments.
- Translates business requirements into functional specifications for technical teams.
- Facilitate communication between stakeholders to ensure alignment on system capabilities and business needs.
- Leads cross-functional meetings to gather requirements, prioritize initiatives, and resolve issues.
- Partners with Technology Solutions to coordinate system maintenance and implement system enhancements and upgrades.
- Supports change management efforts, including communication and training for end users.
- Develops test plans and test cases, and executes user acceptance testing (UAT) for tax updates, bundles, and system patches.Assists in researching and implementing processes to automate current finance software data to comply with new GASB accounting pronouncements to create the Annual Comprehensive Financial Report (ACFR).
- Develops and maintains documentation for business processes and system procedures. Identifies system inefficiencies, production issues, and data discrepancies to improve system functionality, efficiency, and user experience.
- Identifies and resolves integration issues impacting general ledger data and serves as liaison to other departments to identify new integration opportunities. Responsible for system cleanup as it relates to purging data and maintenance of vendor address book in the current financial software.
- Assists with bank transaction data as it relates to the finance software to ensure efficient reconciliation.
- Participates, prepares and compiles documentation for the external audit. Assists with generating files in the financial software to be uploaded to the bank.
- Assists in the year-end process of transferring ledgers performed by the Accounting and Budget departments.
- Monitors and maintains, in coordination with Technology Solutions, appropriate system access and segregation of duties.
- Provides functional support and troubleshooting for end users.
- Develops training materials and conducts training sessions for finance and payroll software related users.
- Develops and becomes a power user in the financial software to offer assistance.
- Ensures systems and processes comply with internal controls, policies, and regulatory requirements.
- Assists in the Operating and Community Investment Program budget processes.
- Designs and develops queries and reports in both the financial and payroll software solutions to facilitate data analysis and reporting.
- Supports data reconciliation efforts between the current financial software and the current payroll software.
- Analyzes current business processes and recommends improvements leveraging system capabilities.
- Leads or supports process re-engineering initiatives across Finance, Budget, and Human Resources functions.
- Works with city dashboard software to include transparency initiatives for the Finance and Budget departments.
- Regular and consistent attendance for the assigned work schedule is essential.
- Performs other duties as assigned.
- The Strategic Financial Manager participates in daily operations of the Finance Budget departments as a power user to ensure adequate and efficient processes are in place to comply with city and other mandated standards. Provides technical assistance to Finance, Budget, and Human Resources staff and other city departments.
