We are looking for a Housing and Community Services Manager to lead impactful initiatives that will help shape Plano’s future.
Summary Of Duties
Under general supervision, the Housing and Community Services Manager plans, directs, manages, and oversees the activities and operations of the Community Services Division. This position advances the City’s mission of maintaining a livable, inclusive, and sustainable community through revitalized neighborhoods, equitable housing opportunities, and vibrant urban centers.
The Manager ensures effective administration of state, federal, and generally funded programs, including those supported by the Texas Department of Housing and Community Affairs (TDHCA) and the U.S. Department of Housing and Urban Development (HUD), while addressing local housing needs such as affordability, homelessness prevention, and neighborhood stabilization.

Program & Division Management
Knowledge Of:
Principles and practices of community development, urban planning, and public administration. Federal grant administration, including CDBG, HOME, and ESG programs. HUD regulations, including environmental review, and fair housing (e.g., Fair Housing Act). Financial management, budgeting, and auditing practices for federally funded programs. Housing program design, housing rehabilitation, and affordability strategies. Applicable federal, state (Texas), and local housing and community development laws.
Skills And Abilities
Strong leadership and organizational management skills. Effective verbal and written communication, including public presentations and technical reporting. Ability to interpret and apply complex federal regulations. Conflict resolution and stakeholder engagement. Analytical skills for program evaluation and housing needs assessment. Ability to manage multiple projects and deadlines in a regulatory environment.
Education
A Bachelor’s degree in Urban Planning, Public Administration, or related field is required. A Master’s degree is preferred.
Experience
Five (5) years of progressively responsible experience in grants management, municipal code enforcement, urban planning, or community development, with two (2) years spent in a managerial or supervisory capacity required. Direct experience administering HUD-funded programs strongly preferred.
Any work-related experience resulting in acceptable proficiency levels in the above Minimum Qualifications is an acceptable substitute for the above specified education and experience requirements.
Licenses and Certifications
Valid Class C Driver's license (must obtain within 30 days of hire per state law).

Physical Demands and Working Conditions
This is primarily a sedentary office classification although standing in work areas and walking between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment; vision to read printed materials and a computer screen; hearing and speech to communicate in person and over the telephone. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to 25 pounds.
Employees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.

Program & Division Management
- Directs and oversees all Community Services Division operations, including planning, budgeting, staffing, and performance management.
- Administers federal programs including Community Development Block Grant (CDBG), HOME Investment Partnerships grant (HOME), state and local grants, and general programs assisting low to moderate income households.
- Develops and implements strategic plans, policies, and procedures to align with City Council priorities and federal requirements.
- Establishes performance metrics, evaluates program outcomes, and ensures continuous improvement.
- Ensures full compliance with federal regulations, HUD program rules, environmental review requirements, and fair housing laws.
- Oversees preparation and submission of required plans and reports, including the Consolidated Plan, Annual Action Plan, Consolidated Annual Performance and Evaluation Report (CAPER), and IDIS reporting.
- Monitors subrecipients and contractors for compliance with grant agreements, Davis-Bacon labor standards, procurement requirements, and eligibility criteria.
- Conducts risk assessments, internal audits, and monitoring reviews to ensure proper financial controls and program integrity.
- Manages grant budgets, drawdowns, and financial reporting in coordination with Finance staff.
- Responds to monitoring findings and audit inquiries from HUD and other oversight entities.
- Designs, implements, and evaluates programs addressing housing affordability, including homebuyer assistance, housing rehabilitation, rental assistance, and housing preservation programs.
- Develops and administers homelessness prevention, rapid rehousing and tenant-based rental assistance initiatives.
- Oversees programs related to fair housing, tenant protections, and anti-displacement strategies.
- Coordinates code compliance, neighborhood revitalization, and redevelopment efforts to address blight and improve housing conditions.
- Analyzes local housing market trends, demographic data, and community needs to inform policy and program development.
- Supports development of affordable housing through partnerships with developers, housing authorities, and nonprofit organizations.
- Collaborates with residents, neighborhood groups, nonprofit organizations, developers, and regional partners to address community needs.
- Serves as liaison to boards and commissions, including the Community Relations Commission and the Plano Housing Authority.
- Facilitates public participation processes required for federal funding, including public hearings and citizen engagement initiatives.
- Represents the City in regional housing and community development initiatives and interagency collaborations.
- Facilitates city participation with other organizations to complete the Annual Point-in-Time (PIT) count.
- Identifies and pursues additional funding opportunities, including federal, state, and private grants.
- Prepares and submits competitive grant applications and funding proposals.
- Develops public-private partnerships to leverage resources and expand program impact.
- Oversees specialized programs such as a Day Labor Center or similar workforce/community support initiatives.
- Supervises staff, including hiring, training, performance evaluation, and professional development.
- Ensures effective contract management and procurement processes.
- Prepares and delivers presentations to City Council, boards, community groups, and stakeholders.
- Responds to public inquiries and provides clear guidance on available programs and services.
- Develops reports, policy recommendations, and briefing materials for leadership.
- Maintains regular and consistent attendance.
