Position Summary

Assists the Director with the administration and operation of the various Bureaus (Administration, Operations, Transportation & Engineering, Facilities, and Environmental Services) within the Department of Mobility and Infrastructure.

The Deputy Director is a highly visible management position that assists the Director with the development and execution of operational policies for the organization. The Deputy Director supervises the program officers, personnel and fiscal management, and ensures the department's programmatic work is carried out in a manner consistent with the mission statement of the department. The Deputy Director performs highly advanced (senior-level) policy administration and managerial work. Work involves strategic planning, state agency administration, and working closely with the Director on the day-to-day operations of the agency and/or departments and/or divisions. Supervises the work of others, including staff at the executive level and/or management level. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

Salary: $120,827 per year.


  • WORK EXPERIENCE: Must show nine (9) years minimum in project delivery; at least three (3) years in a supervisory position (Less than full-time experience will be calculated on a pro-rated basis.)
  • EDUCATION/TRAINING: The application must clearly show at minimum a Bachelor’s in Civil Engineering. Masters in Civil Engineering and/or Urban Planning is preferred (See NOTE under the General Application Requirements Section above regarding the verification of education/training).
  • EQUIVALENCY: Education/training and/or work experience may be substituted on a year-for-year basis if the application clearly shows the required number of years to meet the Total Qualifying Requirement for this position (based on the sum of work experience and education/training listed above). The Total Qualifying Requirement is thirteen (13) years. (See NOTE under the General Application Requirements Section above regarding the verification of education/training).


POSITION DUTIES

  • Directs the day-to-day operations of the agency, which may include the agency’s financial and budget activities and other operational or programmatic activities; or oversees major, complex, and functionally-related areas organized into multiple departments and/or divisions.
  • Directs the preparation of the capital and operational budget; determines long-range budgetary plans agency-wide or for several departments and/or divisions.
  • Oversees and/or prepares agency policies, procedures, reports, and studies.
  • Oversees and implements appropriate resources to ensure that the operations of the agency are appropriate.
  • Provides information, advice and counsel to the director and other executives and management in the planning, development, and operation of agency services; and keeps the director informed on the status and progress of operations in major departments or divisions and across city wide internal and external agencies.
  • Provides strategic direction and approves operational and staff resources for departments and/or divisions.
  • Provides information and advice to state agencies and the general public regarding agency activities and responsibilities.
  • Participates in the planning of strategic initiatives and development of policies; and manages and/or oversees projects and special initiatives.
  • Participates in activities related to the legislative process including conferring with the director to determine policy and legislative priorities; and oversees the implementation of legislative changes.
  • Represents the department at meetings with legislators, legislative staff, and other legislative liaisons; and may provide testimony before legislative committees.
  • Reviews and analyzes agency operations to evaluate the performance of the agency and to identify areas of potential program modifications and improvements.
  • Ensures that the department adheres to agency goals, objectives, and strategies.
  • Manages payroll department operations and staff while assessing procedures and processes as necessary.
  • Oversees and manage staff: hiring, orientation, training, scheduling, and development.
  • Evaluates and manage staffing levels.
  • Oversees and facilitate staff meetings.
  • Oversees the facilitation of Equity, Diversity, Inclusion and Union requirements.
  • Oversees the organization, cleanliness and maintenance of DOMI facilities, sites, company vehicles, and equipment.
  • Manages the maintenance and distribution of all technology.
  • Ensures compliance with all union contracts, arbitration and grievances.
  • Provides mentoring, coaching and on the job training, to ensure professional development opportunities for the project staff.
  • Provides regular operation updates to the Director.
  • May act as Director in the absence of the Director.
  • Assists with the direction, management, organization and planning regarding the administration and its various bureaus (Administration, Operations, Facilities, Transportation & Engineering and Environmental Services).
  • Assists with the direction of expenditures of all operating and capital funds in the department and oversee the preparation and monitoring of the department’s operating and capital budgets and projects.
  • Assists with the direction of the maintenance and repair of streets, parks and related facilities (i.e., buildings, courts, fields, pools, playgrounds, etc.), bridges, trails, structures, walkways, public wharves and docks, signage and line painting.
  • Assists with the preparation of specifications for purchases, repair contracts, and equipment.
  • Coordinates departmental contract reviews; prepare contract award recommendations for the Director.
  • Assists in providing technical assistance to the various Bureau Assistant Directors and subordinate personnel on all department projects and programs.
  • Responds to complaints from the general public via written correspondence (i.e., 311, letters, faxes, etc.) or telephone calls.
  • Represent the Director, the department, and its policies to City Council, other departments, and the public as needed.
  • Assists with developing, implementing and monitoring the departmental affirmative action plan ensuring compliance with applicable laws and guidelines and with the City-wide affirmative action plan.
  • Plans, develops, directs, coordinates, organizes and controls the materials, equipment and personnel under jurisdiction toward the effective, efficient and economical attainment of program goals, including maximum convenience to the public and safety of employees.
  • Manages area of responsibility in strict accordance with applicable laws, regulations, and established policy, including union agreements to ensure fair and standardized treatment of employees.
  • Assists with the executive responsibility for approximately 125 employees.
  • Performs activities and functions of related lower-level personnel as assigned or required.
  • Performs such other related tasks and duties that are assigned or required.
  • Assists with the direction and management on the decision-making process of the engineering projects.
  • Supervise assigned personnel, evaluate work and recommends and implements approved disciplinary and/or corrective action; provide training and/or technical assistance as requested or required.
