Summary:
The purpose of this position is to provide the City with efficient and high-quality water and wastewater services. This is accomplished by supervising the operations and maintenance of the Water and Wastewater system. Other duties may include coordinating activities of the departments, developing and implementing programs, evaluating personnel performance and interfacing with other City employees and citizens.
This position has responsibilities that require lifting up to 50 pounds on occasion.

Backhoe, bulldozer, asphalt roller, dump truck, grade all, mowers, generator, shovel, sharp shooter wrench, and sockets, weed-eaters, misc. tools for maintenance, jackhammer, concrete saw, chain saw, probing rods, hammer, pipe tools. Hard hat, gloves, earplugs, safety glasses, vest, steel toe boots, rubber boots.

- The Utility Customer Service Meter Crew Leader oversees the installation, maintenance, repair, replacement and reading of water meters for both residential and commercial customers.
- Leads and supervises the work of personnel by assigning work duties; observing and monitoring work tasks; providing feedback to employees; evaluating work performance; and assisting employees to correct deficiencies.
- Monitors project work by ensuring a safe working environment for crews; planning for and securing needed materials and equipment; ensuring project is completed in a timely manner; inspecting work; and provided problem solutions as needed.
- Completes administrative duties by preparing daily work orders; preparing various reports; processing overtime and leave requests; completing accident forms; and monitoring equipment inventories.
- Completes regulatory compliance activities by maintaining a current knowledge of rules and regulations, monitoring operations of water and wastewater systems, cooperating with engineering and consultants to plan for necessary system enhancements and evaluating new processes and technologies.
- Coordinates activities of the Department by scheduling work assignments, prioritizing assignments and projects, reviewing project plans, specifications, reports and rules and regulations from the State (TCEQ).
- Performs general management activities by monitoring system operations and performance, compiling, analyzing and evaluating data, setting goals for future operations and system enhancements, monitoring and analyzing expenditures, preparing the annual budgets for the utility departments, maintaining liaison with other departments and developers and reviewing plats and construction plans for new development and system rehabilitation projects.
- Maintains equipment by inspecting equipment for damage; and performing routine maintenance.
- All other duties as assigned by a supervisor/manager within the department/division.
Additional Operational Responsibilities:
- Oversees fleet management operations by maintaining accurate inventory of department vehicles and equipment, tracking usage, monitoring maintenance schedules, and ensuring timely servicing. Coordinates oil changes and preventive maintenance, notifies assigned drivers of service reminders, maintains service records, and supports long-term asset planning to ensure operational readiness and compliance with safety standards.
- Administers the City’s backflow prevention maintenance program by coordinating inspections, testing schedules, and repairs to protect water system integrity. Maintains detailed regulatory records and documentation, tracks compliance activities citywide, and ensures reporting aligns with state requirements. Monitors and updates records related to lead and copper infrastructure throughout the system, supports compliance with applicable state and federal programs, and assists in planning remediation or upgrade efforts when needed.
Other Important Duties:
- Must be able to follow detailed instructions and work with minimal supervision.
- Must be able to work rotating on-call/after-hour duty with other Department employees.
- Must be able to respond to emergency call back duty after hours and weekends.
- Receives General Direction: The employee normally performs the job by following established standard operating procedures and/or policies. There is a choice of the appropriate procedure or policy to apply to duties. Performance is reviewed periodically.
Education & Certifications Required:
- High school diploma or GED is required.
- Valid Texas Driver's License.
- Five-year experience is required with a class "C" license (Groundwater or Distribution preferable) (TCEQ).
Knowledge, Skills, and Abilities:
- Skill to operate heavy and light equipment.
- Skill to use a variety of tools appropriate for the work assigned.
- Knowledge of Water Utility installation, maintenance and repair.
- Knowledge of safety hazards and safety practices.
- Ability to write reports, prepare business letters, expositions, and summaries with proper format, punctuation, spelling, and grammar, using all parts of speech. Ordinarily, such education is obtained in high school up to college. However, it may be obtained from experience and self-study.
- Intermediate ability to deal with system of real numbers; practical application of fractions, percentages, ratios/proportions and measurement. Ordinarily, such education is obtained in high school up to college.
