Summary:
Under the direct supervision of the Public Works Director, the Infrastructure Inspector conducts thorough inspections of construction projects to ensure adherence to specifications, standards, materials, and methods that align with or surpass city requirements. This encompasses overseeing the installation of infrastructure components such as streets, water systems, wastewater facilities, stormwater management systems, and franchise utilities. Paramount to this role is safeguarding public safety throughout the construction process.
- Review construction plans to ensure compliance with City, State, and Federal requirements.
- Prepare and conduct pre-construction meetings with developers/contractors.
- Address any questions or concerns regarding project specifications.
- Conduct initial site inspections to verify construction preparations.
- Ensure proper installation of construction entrances, facilities, and safety measures.
- Inspect water system installations, including materials, connections, and pressure testing.
- Coordinate with Public Works for system shutdowns and connections.
- Oversee chlorination process and water quality testing.
- Verify materials and installations of wastewater systems.
- Conduct inspections of pipe sections, connections, and manholes.
- Ensure compliance with testing and quality standards.
- Inspect stormwater systems for quality and compliance.
- Monitor pipe installations, backfilling, and structural elements.
- Review concrete pours and conduct quality checks.
- Oversee street paving projects, including subgrade preparation and asphalt/concrete pours.
- Ensure compliance with mix designs, compaction, and strength testing.
- Conduct inspections at various stages of the paving process.
- Verify proper installation of street signs, poles, and lighting fixtures.
- Ensure adherence to design specifications and safety standards.
- Prepare for final project acceptance by verifying completion of all requirements.
- Conduct thorough walk-through inspections of project sites.
- Document any deficiencies and ensure corrective actions are taken.
- Review as-built drawings and documentation for accuracy and completeness.
- Coordinate final acceptance process with relevant stakeholders.
- Track maintenance obligations and ensure compliance with contractual agreements.
- Review and approve R.O.W. permits in accordance with city regulations.
- Coordinate locates and respond to citizen complaints regarding franchise utilities.
- Ensure compliance with R.O.W. maintenance standards.
Education & Certifications Required:
- High School Diploma or GED; and four (4) years’ experience in the roadway/utility construction trade or other related field; or equivalent combination of education and experience.
- TEEX training in work zone safety, water wastewater, concrete and construction inspection along with certifications required.
- Either possess or the ability to obtain within six months a Texas Commission on Environmental Quality Class D Water Distribution license and Class I Wastewater Collection license; and possess or the ability to obtain within two years a Class C Water Distribution license and Class II Wastewater Collection; all subject to class availability.
- Must possess a valid Texas Class C Driver’s license.

Knowledge, Skills, and Abilities:
- Understanding of various construction inspection techniques and procedures to assess project quality and compliance accurately.
- Familiarity with construction materials, their specifications, and industry standards to ensure proper usage and quality.
- Proficiency in using measuring instruments, probes, hand excavation tools, and other equipment essential for conducting inspections effectively.
- Understanding of civil construction methods, practices, and procedures to evaluate construction projects thoroughly.
- Proficiency in utilizing computers, including hardware and software, to manage inspection data, reports, and communication efficiently.
- Familiarity with relevant city policies, procedures, and regulations governing construction projects within the jurisdiction.
- Effective oral and written communication skills to convey inspection findings, provide guidance, and address concerns with clarity and professionalism.
- Ability to inspect, review, evaluate, and modify construction plans to ensure compliance with regulatory requirements and material specifications.
- Skill in enforcing applicable Federal, State, and City construction codes and ordinances to maintain project integrity and safety standards.
- Ability to mediate differences among contractors, developers, and inspectors diplomatically, fostering constructive relationships and ensuring project progress.
- Skill in resolving customer complaints and concerns promptly and efficiently, demonstrating responsiveness and dedication to stakeholder satisfaction.
- Flexibility to work extended hours, weekends, or holidays as needed to fulfill job responsibilities.
Physical Requirements:
- Lift, carry, push, pull, drag and hold various types of survey/inspection equipment; climb, crawl, kneel, sit, squat, stand, stoop, twist, and walk for extended periods of time while performing inspection duties; hear and visually inspect work safely in traffic and dangerous construction situations with high noise levels; specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and the ability to adjust focus.

- May be subject to walking on uneven or unstable terrain, occasional standing, bending, reaching, kneeling or lifting such as when reviewing plans, specifications, and conducting inspections.
- May be subject to operating heavy equipment or power tools.
- Must be able to lift 50 pounds when picking up supplies and equipment.
Work Environment:
- Work indoor and outdoor including adverse weather conditions, such as extreme cold/heat; heights; work in trenches and some exposure to mechanical, radiation, fume/odor, dust/mite hazards, hazardous materials and chemicals, heavy construction equipment, confined spaces, heights, air and water borne pathogens.
- May be subject to repetitive motion such as typing, data entry and vision to monitor.
- May be subject to walking over rough terrain, bending, reaching, kneeling or climbing when inspecting construction projects.
