Summary: 
The Community Services Director is responsible for the leadership, administration, and strategic direction of the Community Services Department, including code compliance, permitting, planning, and building inspections. This position ensures alignment with the City's goals for sustainable development, public safety, and regulatory compliance. The Director plays a key role in identifying and leading strategic initiatives that enhance community development, streamline services, and promote long-term planning. This position serves as a key advisor to the City Manager, City Council, and community stakeholders on matters related to land use, development regulations, and community preservation.

Supervisory Responsibilities:
This position is responsible for the overall management of the Community Services Department and directly supervises a team of four (4) key staff members, including:
  • Code Compliance Manager
  • Planning & Development Manager
  • Assistant Community Services Director
  • Administrative Assistant
  • Provide strategic leadership and management over departmental divisions including planning and zoning, building inspections, code compliance, and permitting.
  • Develop, implement, and enforce policies and procedures to ensure effective delivery of services in compliance with local, state, and federal laws.
  • Lead and implement strategic initiatives aimed at modernizing departmental operations, enhancing interdepartmental coordination, promoting sustainable growth, and improving the overall quality of life for residents.
  • Support the City’s long-term vision by aligning departmental goals with strategic plans, including housing, transportation, infrastructure, and economic development efforts.
  • Oversee the review and processing of planning and zoning applications, building permits, and development proposals.
  • Ensure efficient and professional inspection services for building construction and code compliance enforcement.
  • Collaborate with other City departments, developers, residents, and external agencies to support responsible community growth.
  • Lead long-range and current planning initiatives, including updates to zoning ordinances, comprehensive plans, and building codes.
  • Prepare and manage the department’s annual budget; oversee grants, contracts, and capital projects as needed.
  • Advise the City Manager, Planning Commission, and City Council on planning and development matters; attend and present at public meetings.
  • Manage staff recruitment, training, performance evaluations, and development plans.
  • Promote strong customer service and problem-solving approaches across all divisions.
  • Respond to community concerns related to code violations, permit processing, or planning decisions.
Education and Experience Requirements:
  • Bachelor’s degree in Urban Planning, Public Administration, Architecture, Civil Engineering, or a related field (required)
  • Minimum of seven (7) years of progressively responsible experience in planning, building, permitting, or code compliance
  • At least three (3) years of experience in a supervisory or management capacity

Preferred Qualifications
  • Master’s degree in a related field
  • AICP (American Institute of Certified Planners) certification
  • Experience working in a municipal or government agency

Knowledge, Skills, and Abilities (KSAs):
  • Knowledge of urban planning principles, zoning regulations, building codes, and code enforcement practices
  • Familiarity with state and federal regulations related to land use, development, and construction
  • Understanding of public administration, including budget development and personnel supervision
  • Experience in delivering high-quality customer service and engaging effectively with the community
  • Strong leadership, team-building, and staff development skills
  • Proficient in policy analysis, report writing, and public presentations
  • Skilled in budget management and fiscal oversight
  • Effective in resolving conflicts and communicating with diverse stakeholders
  • Ability to interpret and apply planning and development laws, regulations, and procedures
  • Capable of analyzing complex technical documents and making sound, informed decisions
  • Professional representation in public forums, meetings, and official city functions
  • Proven ability to manage multiple projects and priorities in fast-paced environments
Work Environment:
  • The work is typically performed in an office environment, with frequent visits to field sites for inspections, meetings, and community engagement.
  • May require attendance at evening meetings or public hearings, and occasional weekend work.

Physical Demands:
  • While performing the duties of this job, the employee is frequently required to sit, talk, hear, and use hands to operate office equipment.
  • Occasionally required to walk, stand, stoop, or climb during site visits.
  • Must be able to lift or move items up to 25 pounds.
  • Must be able to navigate uneven terrain or construction sites when conducting field inspections or visits.
