About This Position

The City of Phoenix Water Services Department, one of the nation's largest potable water utilities, treats and delivers safe, reliable drinking water to 1.5 million customers across approximately 540 square miles. Phoenix Water Services also manages the sewer collection system and treats wastewater for 2.5 million residents in metropolitan Phoenix.

Water Services Superintendent makes operational decisions daily as well as in the absence of the division head, and has the responsibility of managing a 24-hour, 7 day a week operation. Direct and indirect supervision is exercised over administrative and technical staff including Utility Supervisors. This position reports to the Deputy Water Services Director in charge of the Water Distribution Division. Work is guided by policies, best management practices, and assignments are received from the division head. The WSS should be capable of exercising considerable independent judgment in accomplishing the work of the division. Success is measured through organizational performance, reports, conferences, program results, and economy of operations.

IDEAL CANDIDATE

  • Understanding of federal, state, and local water and wastewater regulations, safety, and environmental requirements.
  • Strong written and verbal communication skills.
  • Ability to do the following:
    • Develop and review best management practices, regulations, policies, and procedures which impact organizational performance, and supervise application of the practices to increase safety, efficiency, good public relations and seamless service.
    • Observe, compare, and monitor data to determine compliance with prescribed operating or safety standards.
    • Make independent, reasonable, and sound decisions with minimal supervision.
SALARY

Pay Range: $102,668.80 - $137,592 annually.

Hiring Range: $102,668.80 - $131,040 annually.

  • Promotions occur when the last two digits of the pay grade increase.
  • Demotions occur when the last two digits of the pay grade decrease.
  • Lateral transfers occur when there is no change to the last two digits of the pay grade.
  • When there is a change in the first digit of the pay grade, there may also be a change to your classification or unit.

Minimum Qualifications

  • Three years of professional water industry experience.
  • Two years of progressively responsible supervisory experience in a large, multi-facility utility, water distribution system, wastewater collection system, water treatment facility;
  • OR Two years of progressively responsible supervisory experience in a large, multi-facility or wastewater treatment facility, water or environmental quality;
  • OR Two years of progressively responsible experience in a large wastewater treatment facility management, utility security management, operations, maintenance, and repair.
  • Bachelor's degree in public administration, business administration, management, engineering, or a related field.
  • Other combinations of experience and education that meet the minimum requirements may be substituted.
  • Possession of an Arizona Department of Environmental Quality Grade III certification in Water Distribution at the time of application.
  • Possession of an Arizona Department of Environmental Quality Grade IV certification in Water Distribution by the end of the probation.
  • All finalists for positions are subject to a criminal background check applicable to the department or position.
  • This position requires the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.

Preferred Qualifications

The minimum qualifications listed above, plus experience in/with the following:

  • Producing written documents with clearly organized thoughts using proper English sentence construction, punctuation, and grammar.
  • Developing training programs to expand the technical knowledge of staff so they can more efficiently perform their jobs.
  • Microsoft Office, email, and computerized maintenance management system (CMMS).
  • Water Distribution or similar field in a professional capacity.
  • Managing staff in a union environment.
  • Supervising admin & technical Staff.
  • Large complex budgets.
