About This Position
The Parks and Recreation Department provides residents and visitors more than 41,000 acres of desert parks and mountain preserves. The parks feature 41 trailheads and more than 200 miles of trails, and 189 city parks. Additionally, there are 32 community and recreation centers, classes, and sports programs for all ages, 29 pools, eight golf courses, and a variety of specialty and cultural venues and facilities.
The Urban Park Manager position is part of the Natural Resources Division and serves as a second-line supervisor within the Urban Park Ranger Unit; a 24-hour-a-day, 7-day-a-week operation. This position reports to the Urban Parks Supervisor and is responsible for supervising Park Ranger Supervisors and Park Rangers assigned to urban parks, ensuring safe, clean, and accessible spaces for the public. The Urban Park Manager assists in managing the team responsible for enforcing the Parks Department Code of Conduct and City ordinances, and coordinates with law enforcement and other City departments to address criminal activity, emergencies, and community concerns. This position requires strong leadership, strategic planning, and the ability to work collaboratively with internal and external stakeholders.
IDEAL CANDIDATE
Pay Range: $71,240.00 - $105,248.00 annually.
Hiring Range: $71,240.00 - $95,451.20 annually.

IDEAL CANDIDATE
- Proficiency in technology tools such as MS Teams, Word, Excel, and database systems
- Knowledge of Phoenix City Codes, Code of Conduct, and patrol procedures.
- Adept at problem-solving, conflict resolution, and managing complex enforcement issues.
- Exhibits excellent communication skills for interacting with staff, the public, and community partners.
- Demonstrate strong leadership and supervisory skills in a public safety or park management environment.
- Ability to interpret and apply statutes, case law, legal guidance, and policies regarding violations of park rules and City codes, trespass approvals, and jurisdictional questions.
Pay Range: $71,240.00 - $105,248.00 annually.
Hiring Range: $71,240.00 - $95,451.20 annually.

- Promotions occur when the last two digits of the pay grade increase.

Minimum Qualifications
- A bachelor's degree in recreation, leisure studies, outdoor recreation, criminal justice, or other activity applicable to the designated specialty,
- And three years of full-time professional experience in recreation or in one or more areas of specialization such as a park ranger, law enforcement, or security.
- Or three years of supervisory experience as a park ranger, in law enforcement, skilled parks maintenance or security.
- Other combinations of experience and education which meet the minimum qualifications may be substituted
- Must be able to work more than forty hours per week, including weekends, evenings, early mornings, overnight, and holidays.
- Must be able to participate in after-hours/weekend texts, calls, and meetings as required.
- All finalists for positions are subject to a criminal background check applicable to the department or position.
- This position requires the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.
