About This Position

The Aviation Department manages and operates the Phoenix Airport System which consists of Phoenix Sky Harbor International (PHX), Deer Valley (DVT), and Goodyear (GYR) airports (Airports). PHX is among the busiest airports in the United States and the largest airport in the Phoenix Airport System. In 2025, over 50 million passengers traveled through PHX, underscoring the airport's scale and operational complexity. The Phoenix Airport System serves more than 125,000 passengers daily, supports over 1,200 flights per day, and generates an estimated $44 billion in total economic impact annually.

The Aviation Public Safety & Security Division (PSSD) seeks a Public Safety & Security Management Services Administrator (Emergency Preparedness/Safety) to lead, integrate, and advance the Airport's Emergency Preparedness, Safety, Airport Duty Manager, and Airport Command Center functions. This strategic leadership role ensures regulatory compliance, operational readiness, and an enterprise-wide culture of safety across a complex, 24/7 airport environment.

This Administrator Provides Direct Leadership And Supervision To

  • Aviation Emergency Preparedness Manager, six Airport Duty Managers, and one Administrative Assistant I.
  • Airport Safety Manager and two Safety Analysts, who design, implement, and monitor safety programs, policies, and training.
  • Aviation Dispatch/Command Center team, including two Aviation Dispatch Supervisor II, six Aviation Dispatch Supervisor I, and (24) Aviation Dispatchers.

This Administrator Will

  • Lead and operationalize comprehensive Emergency Preparedness, Safety Management Systems (SMS), and Command Center operations to achieve high reliability, rapid incident response, and continuous improvement.
  • Direct readiness for all-hazards incidents (operational disruptions, security events, severe weather, and continuity of operations), ensuring robust plans, exercises, after-action reviews, and corrective actions.
  • Ensure compliance with FAA, TSA, and OSHA requirements; proactively monitor regulatory changes and update policies, procedures, and training to maintain continuous compliance.
  • Lead the Airport Duty Manager program to coordinate day-of-operations decisions, stakeholder communications, and incident command activation as needed.
  • Manage Airport Command Center operations, ensuring effective triage, dispatch, situational awareness, and decision support for airside and landside activities.
  • Cultivate strong partnerships across internal divisions, airlines, concessionaires, tenants, and external agencies; serve as a key liaison to synchronize readiness and response.
  • Champion a safety culture through training, risk assessments, hazard identification, and performance metrics; elevate employee engagement and accountability.

IDEAL CANDIDATE

Will Possess

  • Demonstrated leadership of safety and emergency management programs in a large-hub airport or complex operational setting.
  • Strong knowledge of aviation safety regulations, SMS, risk management, and emergency management principles; adept at making timely, informed decisions under pressure.
  • Proven effectiveness leading Command Center teams and multi-agency coordination during incidents.
  • Excellent communication skills; capable of building trusted relationships at all levels of the organization and across stakeholder groups.
  • Basic understanding of airport operations and infrastructure (airside and landside), with the ability to integrate operational realities into safety and emergency planning.

SALARY

Pay Range: $117,000.00 - $160,202.00 annually.

Hiring Range: $117,000.00 - $138,632.00 annually.

Pay Range Explanation

  • Pay range is the entire compensation range for the position classification.
  • Hiring range is an estimate of where you can receive an offer. The actual salary offer will carefully consider a wide range of factors, including your skills, qualifications, experience, education, licenses, training, and internal equity.
  • The City contributes 9% of salary into 457/401(a) plans with no matching required. $4,200/annual car allowance and $1,440/annual cell phone allowance.

Minimum Qualifications

  • Five years of experience in public finance, administration, or management including two years of supervisory experience.
  • Bachelor's degree in business, finance, economics, political science, or a related field
  • Other combinations of experience and education that meet the minimum requirements may be substituted.

Preferred Qualifications

The minimum qualifications listed above, plus:

  • Experience leading Airport Duty Manager programs and large-scale emergency preparedness / safety initiatives in a large-hub commercial airport or similar environment.
  • Track record of maintaining regulatory compliance, including monitoring changes and updating policies, procedures, and training.
  • Development and management of complex safety/hazard risk assessment and emergency preparedness programs.
  • Experience collaborating with diverse airport stakeholders (airlines, concessionaires) and federal partners (FAA, TSA).
  • AAAE certifications (ACE, CM, AAE) highly desirable.
