Agency Description

The Office of Director of Finance was created by the Philadelphia Home Rule Charter, adopted by the electors of the City on April 17, 1951, to give the Mayor and the City government a principal officer responsible for the financial, accounting, and budgeting functions of the executive branch. The Director of Finance is thus the chief financial officer of the City and all powers and duties concerning finances, accounting, and budgeting in the executive branch are directly or indirectly the Director's. The Director of Finance is also the Chairman of the Board of Pensions and Retirements and an ex-officio member of the board of various quasi-governmental agencies, including the Pennsylvania Intergovernmental Cooperation Authority. The City of Philadelphia operates on a fiscal year between July 1st and June 30th.

The Finance Program Management Office (Finance PMO), within the Office of the Director of Finance, supports process redesign and technology implementations with proven methodologies to enable Finance to deliver projects that align with Department goals efficiently. The Senior Project Manager position will support Finance initiatives and related projects. The Senior Project Manager will report directly to the Executive Director of the Finance PMO.

Job Description

This Senior Project Manager will be responsible for leading technology projects and operations enhancements in Finance, with a focus on business process improvement and change management.  The person in this position will work closely with Finance subject matter experts and other stakeholders conducting all the activities related to gathering project requirements successfully and participating in the discovery, requirements, design, development, deployment and operations phases of Finance’s technology and other projects.

This is a primarily on-site position.

Responsibilities would include:

Stakeholder Management: Identify key internal and external stakeholders of projects, build and manage stakeholder relationships and foster continuous communication, facilitate meetings of stakeholders at various levels in the organization.

Project Planning: Conduct project scoping and planning, and scheduling of project execution tasks and deliverables, create training plans and coordinate scheduling and facilitation of training sessions, ensuring that training resources are made available to the appropriate individuals.

Discovery, Requirements Gathering, Documentation & Management: Conduct business observations and facilitate focus group sessions, vision exercises, design review sessions, and conduct gap analysis. Identify, document, and clearly diagram all requirements, use cases and test cases for user testing. Overcome project challenges by problem-solving, analysis, research. Build an organized library of all Finance PMO documentation. Be accountable for securing stakeholder decision making and sign-off on all required documentation.

Business Process Definition: Collaboratively develop business process and workflow diagrams and secure decision making and sign-off on new processes.

Project Execution Management & Support: Work closely with the project team, external business and technical teams on system design, development and configuration of the system/tool on an ongoing basis to ensure successful completion to project execution activities. Ownership and facilitation of regular project team meetings, as needed.

Risk & Issue Management: Proactively identify and assess risks, issues and impacts to the schedule, scope, budget or quality of the project. Collaboratively work with teams and stakeholders to identify and execute mitigation and resolution strategies.

Mentoring: Provide mentoring and project guidance to Business Analysts and other Project Managers in the Finance PMO.

Vendor Management: For assigned projects, serve as the City’s key liaison with technology vendors working to build relationships, ensure on time / on budget delivery, and remove roadblocks to success.

Change Management: For assigned projects, assess the scope, complexity, and impact of change. Work with stakeholders to define needs and deliver guidance and solutions related to organizational transition.

Competencies, Knowledge, Skills, And Abilities

  • Intrinsically motivated self-starter who can learn quickly in a dynamic environment.
  • Strong analytical, research and problem-solving abilities and a knack for finding creative solutions.
  • Enthusiastic and positive and enjoys working and interfacing with diverse group of stakeholders ranging from senior leadership to end users.
  • Detail-oriented, effectively ability to capture, synthesize and document.
  • Possess knowledge of:
  • Business analysis/business process optimization techniques and tools, including knowledge of effective ways to collect and synthesize feedback, comments into technical or business requirements and process workflows.
  • Project Management principles, Software Development Life Cycle (SDLC) methodologies and knowledge of effective ways to build detailed project plans.
  • Change Management principles
  • Relational database structures and ability to understand intermediate level SQL queries.

Plus, but not required:

  • PMP
  • Graduate degree in related discipline
  • Experience with agile development methodology
  • Business Analytics and/or Business Intelligence experience

Qualifications

  • Bachelor’s Degree from an accredited college or university or an equivalent combination of experience and training deemed acceptable.
  • 5 years of work experience as a Project Manager.
  • 5 years working on projects with a business process improvement component.
  • Track record of meeting deadlines and successfully managing scope in an environment of changing priorities.
  • Proficiency with Microsoft Word, Excel, Project, PowerPoint and Visio.

Salary Range: $87,000 - $107,000
