What are the responsibilities and job description for the Engineer - Utilities position at City of Pflugerville?
Under the general direction of the Engineering Manager, reviews engineering items related to projects including preliminary plans, site plans, final plats, public infrastructure construction plans, traffic impact analysis, and right of way permits. Provides engineering support for additional engineering projects including the City of Pflugerville's MS4 permit, implementation of the roadway impact fee ordinance, and floodplain management. Carries out all responsibilities in accordance with established departmental policies & procedures, City codes and ordinances, and state and federal regulations. Capable of exercising engineering knowledge to review, analyze, discuss, and make recommendations regarding a variety of complex engineering assignments within defined methods, procedures, and practices. Frequently interfaces with the public, engineering consultants, developers, other governing jurisdictions, City management and staff.
- Assists the Engineering Manager or Senior Engineer with updates to ordinances and updates to the Engineering Design Manual and construction Standards as needed.
- Review preliminary plans, site plans, final plats, public infrastructure construction plans, traffic impact analysis, floodplain and drainage reports, engineering reports, and right of way permits.
- Prepare technical documents necessary to support ordinance requests to the City Council.
- May assist City Engineer with developing the City’s annual capital improvement plan and managing capital improvement projects: provide input into cost estimates and right-of-way acquisitions; create preliminary designs; perform preliminary reviews.
- Assist the Engineering Manager or Senior Engineer with reports, delegation of projects and with City Council or Commission meetings/agendas including internal department meetings.
- Provides support with city inspectors for any field related/job site inspection and issues.
- Represent the City on various local and regional utility related work groups and interface with developers, state, county or municipal representatives or other city staff members and officials. Report results, follow up on commitments and make decisions as authorized.
- Interpret, amend, or update codes and standards as assigned; remain current regarding developing trends and changes in federal, state, and local regulatory practices.
- Attend and make presentations to City Council and Commission meetings, as required; interface with other City and community organizations, as requested.
- Remains accessible via personal cell phone to address job-related issues or emergencies using City applications.
- Other duties as assigned.
Formal Education: Bachelor of Science Degree in Civil Engineering or a related field.
Relatable Work Experience: One (1) year of experience in Civil Engineering.
Training, Licenses, or Certifications: Professional Engineering registration by the State of Texas or the ability to obtain within three (3) years of employment. Valid Class C Texas Driver's License.
Preferred Qualifications: Experience within a Municipal or County government, with emphasis in Public Utilities.
The salary for this position is commensurate with experience and licensure. We will consider candidates with an Engineer-in-Training (EIT) license who are working towards their Professional Engineer (PE) license. The pay rate for an Engineer-in-Training will be different from that posted for an Engineer.
Disclaimer: Unless otherwise stated, applicants are permitted to substitute two years of related full-time experience for one year of higher education or one year of related higher education for two years of experience to meet the minimum requirements of the job. One year of full-time experience is define as 30 or more hours worked per week for 12 months. One year of higher education is defined as 30 credit hours completed at an accredited college or university.
Civil engineering concepts, practices, and procedures related to utility, streets, drainage, transportation, floodplain, and related development services.
Professional, administrative, and technical knowledge in civil engineering design, project management, construction, and other relevant fields.
Soliciting information, cooperation and negotiating solutions to meet the concerns of citizens, neighborhoods, developers, and public officials, modern methods, materials, and techniques of development service and utility engineering.
Reviewing and detecting deviations in specifications from approved engineering practices, codes, and ordinances.
Skill in utilizing a personal computer, associated software programs, including Windows and Microsoft Office applications, and ability to learn other computer project management programs.
Ability to establish and maintain professionally effective relationships with external public/vendors, internal management and non-management employees, and City and other government officials.
Ability to develop, implement, and administer goals, objectives, and procedures for providing effective and efficient services for the City.
Ability to communicate clearly and effectively, both verbally and in writing, as well as strong time and task management skills.
Working knowledge of GIS, AutoCAD, and Bluebeam. Ability to learn hydrology/hydraulics and traffic modeling computer software.
Working knowledge of word processing, spreadsheet, database; ability to operate computer and other standard office equipment.
Subject to sitting and standing to perform essential functions in an office environment; must be able to lift 30 lbs.
Visual acuity, speech, and hearing; hand and eye coordination and manual dexterity necessary to operate office equipment and City vehicles.
Regularly scheduled for 5-day, 40-hour work week, Monday through Friday; overtime occasionally required.
