Currently under the Libraries and Information Services Department, this position is expected to transition under the City Manager's Office on July 1, 2025 pending City Council approval.

The City of Pasadena is seeking a dynamic Program Coordinator to implement the vision of the City to support families and children to thrive, including creating an environment where young children are healthy, safe, and find early success in school and life. This strategic leader will work closely with the Public Health Officer and community stakeholders and partners and will assist with developing and implementing early learning and family initiatives as identified in the Early Child Development Policy. 

The successful candidate will be charged with running the Office of the Young Child, fostering partnerships, moving the Early Learning 2025 initiative forward, creating collaborative opportunities between City departments, and performing a wide variety of complex program management and administrative responsibilities. This is an exciting career opportunity to conduct local community-building work that is inter-disciplinary and connected to Pasadena Ealy Childhood Hub Network. IDEAL CANDIDATE

The ideal candidate possess demonstrated knowledge in the areas of child development and learning, public health initiatives, social determinants of health, health equity, neighborhood and family engagement, grant writing and management, use of scientific literature and data, and action-oriented collaboration. The ideal candidate will possesses an understanding and vision of successful early childhood education outcomes, strong political savviness, and exemplary oral and written communication skills. Strong organizational skills are also key for this position given the nature of this mighty but small office.

  • Works collectively with staff in various city departments and draws upon the resources and expertise from community leaders and experts in Pasadena's Early Childhood Hub Network, First 5 LA, Pasadena Unified School District, etc., to further the work outlined in the Early Child Development Policy.
  • Manages a foundational child wellness information system, inclusive of child education, health and wellness measures, such as the Early Development Instrument, a population measure for assessing kindergarten readiness. 
  • Works with city staff to support a web-based communication platform to maximize usefulness of this analytical information.  
  • Maintains up-to-date knowledge of related best practices with federal, state and local laws, regulations, and policies, procedures that govern operations; develops policies and disseminates knowledge to staff and ensures compliance on a continuous basis.  
  • Coordinates contracts, staff reports, and common government business practices.
  • Applies current technological solutions to improve and support functional needs and strategic direction.
  • Conducts research, compiles and analyzes data in support of programs and activities, while maintaining program reports and statistics for internal and external use; makes recommendations and implements changes.
  • Creates and maintains a professional office environment that will promote efficiency and support the daily operations, intermediate and long-range goals.
  • Supervises, trains, and provides work direction to department technical and/or clerical support staff; monitors workflow, and assures compliance with established timelines, procedures and standard of quality.
  • Works collaboratively with early childhood education professionals, child development advocates, health professionals, community members, civic leaders, and caregivers.  
  • Provides updates and written communication to the City Council, Human Services Commission, and stakeholder groups about the activities of the Office of the Young Child.
  • Monitors program expenditures and remains within budget.
  • Facilitates, coordinates and makes oral presentations to businesses, community organizations, families, and early care and education providers to explain existing services and programs.
  • Implements grant guidelines and fulfills reporting requirements; prepares and monitors general fund budget and grants budgets in close cooperation with Accounting and Finance.

EDUCATION AND EXPERIENCE
  • Bachelor's degree in child and family studies, early childhood education, public policy, public health, social work, public administration or related field.
  • Four years of professional experience in support of community and coalition building, developing childhood education programs or program management.
  • Desired qualifications
    • Master's degree in public policy, public health, social work, child and family studies, early childhood education, public administration or related field. 
    • Experience in writing and managing grants and bilingual English/Spanish is preferred.
    • Individuals with the most recent and direct professional level experience in community coalition building and program management experience in early childhood education will be deemed most qualified. 

SELECTION PROCESS
The selection process may consist of a training and experience evaluation, a panel interview, and/or a department-level interview.

Candidates selected for this position are subject to a one year probationary work period.
