The City of Pasadena Department of Transportation is seeking individuals with parking enforcement experience to immediately fill newly created Parking Enforcement Representative positions. The Parking Division operates over 1,200 on-street paid parking spaces throughout the City. The Parking Enforcement Representative patrols and enforces applicable parking regulations by foot, bicycle, or motor vehicle.

The ideal candidate enjoys working outdoors and is experienced in utilizing a bicycle or motor vehicle as part of enforcing parking ordinances and issuing parking violation notices. The Parking Enforcement Representative must have the ability to independently enforce Pasadena Municipal Codes (PMC) and California Vehicle Codes (CVC), work directly with the public, and interface with other enforcement, police, and City personnel. The successful candidate will possess excellent customer service skills, and conflict resolution skills, and exercise a great deal of tact and diplomacy in handling highly confrontational situations on a regular basis.

Essential Functions

  • Patrols and monitors an assigned area including streets, alleys, and municipal parking facilities for parking violations and issues citations and warnings for observed California Vehicle Code and Pasadena Municipal Code parking-related violations.
  • Inspects parking conditions.
  • Conducts minor research to assist with responses to community concerns, when necessary.
  • Writes and issues notices of violations for vehicles parked in an unsafe or illegal manner for all parking violations.
  • Provides information and gives directions to the public.
  • Provides heavy public contact and the application of rules, laws, regulations, or procedures.
  • Impounds vehicles according to California Vehicle Code requirements and as indicated by Department policies and procedures.
  • Occasionally directs traffic.
  • Identifies and reports hazardous driving, inoperative or damaged parking pay stations/meters.
  • Prepares reports describing unusual problems, incidents relating to parking or traffic control, and daily field activities.
  • Performs related duties as assigned.

Qualification Guidelines

Minimum Qualifications

  • Graduation from high school or G.E.D. equivalent
  • At least one year of full-time work experience requiring heavy public contact and the application of rules, laws, regulations, or procedures.
  • Must possess a valid Class C California Driver's license and comply with the City's Motor Vehicle policy during the course of employment.

Desired Qualifications:

  • Individuals who possess two years or more of full-time experience in parking enforcement and municipality experience will be deemed most qualified.

Selection Process:

The selection process may consist of any combination of an evaluation of training and experience, an SME (Subject Matter Expert) Review, a written or performance exam, or structured interview, and a department-level interview.

There are currently various vacancies in the Parking Division in the Transportation Department. The resulting eligibility list from this recruitment may be used to fill this vacancy and similar vacancies in the future.

FLSA Designation: Non-Exempt

Bargaining Unit: LIUNA, Local 777

Probationary Period: 12 months

Special Requirements

  • A Parking Enforcement Representative must be available to work during inclement weather, nights, evenings, and/or weekends as assigned by the department.
  • Must possess a valid California Class C driver's license and comply with the City's Motor Vehicle Safety Policy during the course of employment.
  • Ability to lift up to 25 pounds unaided.

Retirement

The City of Pasadena contracts with the California Public Employees’ Retirement System (CalPERS) to offer a defined benefits program for eligible employees.

“New” CalPERS members are subject to the provisions of the Public Employees’ Pension Reform Act of 2013 (PEPRA) and receive the following benefit formula: 2% at 62

“Classic” members of CalPERS receive the following benefit formula: 2.5% at 55

Deferred Compensation

The City offers a 457(b) deferred compensation plan to help employees save for their retirement and supplement their CalPERS pension. Employees can defer salary with pre-tax or Roth after-tax deductions.

The City contracts with CalPERS to offer several comprehensive health plans that include Health Maintenance Organization (HMO) plans and Preferred Provider Organization (PPO).
