THE POSITION

Under direction, plans, organizes, directs and administers broad and varied programs of public recreation activities and special events for participants of all ages, including to direct and supervise the staff and operations of a comprehensive senior citizen program, which includes senior transportation, and senior meal program, recreational activities, classes, trips/outings, and special events. Serves as the City's Senior Center Supervisor. Selects, trains, assigns, monitors and evaluates the work of program staff; to participate in the recruitment and selection of new staff and provide necessary training and orientation; and to perform other related duties assigned.   

DISTINGUISHING CHARACTERISTICS

This is a single-position, professional supervisory class with responsibility for planning, implementing, supervising and evaluating the City’s Senior Services Program, and the planning and implementation of a variety of other public recreation programs and events for participants of all ages. Incumbents direct and supervise a large group of subordinate staff while also overseeing program planning, budgeting, scheduling, reporting and public relations.  

SUPERVISION RECEIVED AND EXERCISED

An incumbent in this class receives direct supervision from the Community Services Manager, Assistant Community Services Director and the Community Services Director. An incumbent in this class exercises direct and indirect supervision over subordinate supervisory, maintenance, administrative support and contract personnel staff.

  • Plan, implement, supervise and evaluate comprehensive senior services programs and plan, organize, coordinate, and direct a variety of other recreation activities and programs for participants of all ages, including citywide special events.
  • Oversee the contracted transit programs administered by the City.
  • Determine the methods used in providing programs and services for older adults in the community.
  • Oversee operations of the City's Senior Center, respond to emergency phone calls and staffing issues.
  • Select, assign, direct and supervise program staff and volunteers; plan and organize work; develop and establish work methods and standards; conduct or direct staff training and development; conduct staff meetings with subordinates, review and evaluate employees' performance; initiate disciplinary action as needed. 
  • Collaborate with various community, school, volunteer organizations, and outside public and private agencies to advance programs and service objectives for senior citizen programs and a variety of other recreational programs for participants of all ages; serve on advisory boards and committees as needed; conduct research and feasibility studies; prepare reports, correspondence and records relating to programs and services.
  • Attend Senior and Recreation Commission meetings and prepare/present Commission/Committee reports as needed.
  • Prepare and administer the annual budget for the Senior Center program and other varied recreational programs, such as special events and youth/adult programs; monitor expenditures of personnel, supplies and equipment; purchase equipment and supplies and maintain inventories.
  • Determine programs and service needs for senior citizens and youth and adult program needs; identify corresponding budgetary requirements and initiate appropriate action; develop and implement marketing and public relations programs to promote the programs and services.
  • Respond to inquiries for service and information related to older adult issues from interested community groups and citizens.
  • Monitor Community Development Block Grant (CDBG) funding, as it relates to Community Services programs.
  • Attend special events, programs and meetings during evening / weekend hours as assigned.
  • Perform other duties as assigned.
EDUCATION AND EXPERIENCE

Experience:

Four (4) years of full-time experience providing recreational or social services to older adults, including at least one (1) year at a program lead or coordinator level is required. Previous supervisory experience in municipal recreation programs is desired.

Training:

Bachelor's degree with major course work in recreation, public administration, social science, liberal arts, or a related field is required.  

License or Certificate:

  • Possession of an appropriate, valid driver's license and insurability at regular rates for the City’s automobile insurance is required. 

Special Requirement:

Bilingual proficiency in English and Spanish is required.

Knowledge of:

  • Principles, practices, procedures and techniques of public administration related to budgeting, project management, human resources management, customer service and public relations. 
  • Practices and activities related to a variety of broad recreational programming for participants of all ages with a focus on older adult recreation programs. 
  • Principles and practices of planning and implementing municipal recreation programs, including program promotions, outreach, community relations, teaching and administration.  
  • Methods of evaluating recreation program methods and practices for quality, customer service and maximum community participation. 
  • Principles and practices of employee supervision and training, including staff selection, motivation, direction, mentoring and performance evaluation. 
  • Standards and requirements for senior centers, including the social services, health, education, recreation and cultural needs of the older adult community.
  • Laws, regulations, standards and requirements applicable to assigned programs and functions.
  • Safety practices and procedures, and current first aid techniques.

Skill to:

  • Obtain accurate information through interviews and observation.
  • Make mathematical calculations with speed and accuracy.
  • Effectively utilize modern office equipment, including personal computers and standard business software such as the Microsoft Office Suite.
  • Safely operate one or more types of vehicles if required by assignments.

    Ability to: 

  • Plan, direct and supervise the work of a large staff of part-time employees conducting a variety of recreation program activities and special events.
  • Provide quality service delivery and customer service.
  • Establish, maintain and foster a positive working environment for subordinate employees.
  • Interpret, apply and explain the laws, codes, rules, regulations, policies and procedures applicable to assigned responsibilities.
  • Analyze complex problems, evaluate alternatives and make creative recommendations.
  • Negotiate mutually satisfactory agreements in accordance with City policies.
  • Recognize problems and facilitate solutions, exercise independent judgment and initiative.
  • Plan and organize assigned work activities to meet schedules and timelines.
  • Ensure the safety of children and adults participating in recreation programs and events.
  • Provide information to groups and individuals in a range of ages and various social backgrounds.   
  • Interact with the public in an enthusiastic and courteous manner.
  • Prepare clear and concise oral and written reports.
  • Communicate effectively, both orally and in writing.
  • Establish and maintain cooperative and effective working relationships with others.

Essential duties require the following physical skills and work environment:

PHYSICAL DEMANDS

Duties typically are performed in both indoor and outdoor settings and require: frequent sitting, standing, reaching, walking, running; dexterity to manipulate art tools, play equipment, program equipment and standard office equipment; hearing and speech to communicate in person; mobility to occasionally lift objects weighing up to 50 pounds.

Environmental Elements

Typical work environment includes moderate noise levels, varying temperatures/weather and no direct exposure to hazardous physical substances; employees may interact with upset staff and/or public and private representatives and contractors in interpreting and enforcing departmental and City policies and procedures.
