The City of Paramount is operated by 6 departments: Administrative Services; Planning and Building; Public Safety; Public Works; Community Services, and Finance.

THE POSITION


Under direction of a Director and/or senior level manager, to perform a wide variety of professional analytical work to research, evaluate, develop, implement and administer assigned programs, projects and functions; to plan and implement analytical strategies to resolve problems; to prepare comprehensive analytical reports and recommendations; to administer complex grants, contracts and agreements; and to perform other related duties as assigned.

Essential Job Duties

  • Perform professional analytical and administrative work to research, evaluate, develop, implement and administer assigned programs, projects and functions; gather information and data; perform complex studies of policies, procedures, programs, operations, services, finances and other related matters; prepare a variety of complex, analytical documents, including narrative, statistical and financial reports.
  • Conduct a variety of organizational studies, investigations and operational reviews; participate in and/or coordinate the development and implementation of new or revised programs, systems, policies, procedures and methods of operation; compile and analyze data and make recommendations regarding staffing, equipment and facility needs; coordinate, direct and oversee program operations and activities as assigned.
  • Research grant opportunities and analyze grant prospects for City projects and programs and provide recommendations to management; develop and prepare grant applications; administer and monitor grants as assigned.
  • Coordinate departmental contracting processes and procedures; develop and prepare Requests for Proposals and related documents; participate in vendor negotiations and selection; administer approved contracts and ensure compliance with established terms; communicate with contractors, private firms, City officials/staff and the public to provide information resolve problems.
  • Provide staff support to department management; facilitate and coordinate interdepartmental projects; provide analytical support for financial, operational, and organizational issues; coordinate and manages assigned special projects.
  • Assist in the preparation of operating and capital improvement budgets; review and analyze budgetary and supplemental requests; assist in monitoring and controlling budget activities.
  • Analyze new or proposed legislation, policies, rules and regulations; confer with affected parties to determine potential impact on departmental operations and finances; prepare detailed reports of findings and recommendations. 
  • Serve as a liaison between the department, other employees, public and private organizations; provide information and assistance to the public regarding assigned programs and services; receive and respond to complaints and questions related areas of responsibility; review problems and recommend corrective actions.
  • Coordinate and/or participate in special projects; research new programs and services; analyze and prepare budgets; conduct surveys, cost analyses and feasibility studies.
  • Research, recommend and administer departmental purchasing and other fiscal activities; evaluate and recommend major expenditures; receive and process invoices; develop cost projections and related analyses.
  • Prepare staff reports for City Council and other types of agenda items; attend and/or provide staff support for various commissions, boards, committees and other meetings as assigned; attend seminars, conferences and in-service training as assigned; make written and/or oral presentations to individuals and groups. 
  • May supervise the work of subordinate clerical and technical administrative staff; may assist in selecting, training, motivating and evaluating work; may provide or coordinate staff training; may work with employees to correct deficiencies.
  • Respond to and resolve difficult and sensitive inquiries and concerns from residents and other community stakeholders.
  • Analyze and evaluate local, State and federal laws, regulations and ordinances governing assigned programs to ensure compliance; write and update City ordinances to comply with State and federal laws and regulations; work with regulatory agencies to perform compliance program audit; complete monthly, quarterly, and annual reporting as required by State of California and other governmental agencies.
  • Perform other related duties as assigned.

EDUCATION AND EXPERIENCE


Any combination of education, training, and work experience that demonstrates possession of the knowledge, skills, and abilities to successfully perform in the position may be qualifying. A typical combination is as follows:

Experience:
Two (2) years of increasingly responsible professional-level administrative and analytical experience related to budgeting, strategic planning, policy analysis, organizational development, and/or personnel management.  Local government experience is desirable.

Training:

Bachelor’s degree with major coursework in public administration, business administration, city planning, finance, accounting, or a related field is required.  A master's degree is desirable.

License or Certificate:

Possession of an appropriate, valid driver's license and insurability at regular rates for the City’s automobile insurance.


Knowledge of:

  • Principles, practices, procedures and techniques of public administration and public policy, including those related to government accounting, budgeting, project management, human resources management and customer service.
  • Policies, objectives, operations and organizational structures common to City departments, including those using a contract cities model.
  • Research and analytical methods, techniques and procedures, including organizational, financial, and policy analysis and the development of comprehensive analytical reports. 
  • Principles and methods of statistical analysis.
  • Methods and techniques of analytical project management. 
  • Methods and techniques of organizing work efficiently and meeting deadlines.
  • Principles and practices of employee supervision and training, including effective motivation and mentoring techniques. 

Skill to:

  • Effectively utilize modern office equipment, including personal computers and standard business software such as the Microsoft Office Suite.
  • Operate a variety of office equipment, including a calculator, copier, computer and assigned software.
  • Gather accurate information through interviews and inquiries.
  • Safely operate one or more types of vehicles if required by assignments. 
  • Adjust to rapidly shifting priorities and timelines. 
  • Exercise analytical and critical thinking.

  • Apply the principles, practices, methods and techniques of public administration and management analysis to the solution of problems.
  • Understand and interpret the policies, procedures, rules and regulations of an assigned department to make decisions requiring skilled judgment.
  • Coordinate and conduct analytical studies, projects, operations and functions and make sound policy and procedural recommendations. 
  • Research, analyze and evaluate new service delivery methods, procedures and techniques. 
  • Effectively represent the department in meetings with governmental agencies, community groups, various businesses, professional and regulatory organizations, and individuals.
  • Facilitate group interactions.
  • Prepare and administer budgets. 
  • Prepare effective and accurate correspondence and reports. 
  • Work effectively with sensitive and confidential information in a political environment. 
  • Interact with the public and provide customer service in a calm, courteous and helpful manner.
  • Exercise good judgment, flexibility, creativity and sensitivity in response to changing situations and needs. 
  • Use tact, initiative and prudence within general policy, procedural and legal guidelines. 
  • Plan, organize and supervise the work of subordinates and private consultants.
  • Communicate effectively, both orally and in writing in a variety of formats for various audience types. 
  • Establish and maintain cooperative and effective working relationships with others.

Essential duties require the following physical skills and work environment:

PHYSICAL DEMANDS

Work is primarily performed in outdoor and indoor work environments and requires: vision to read printed materials and a computer screen; hearing and speech to communicate in person and over the telephone; frequent standing and walking; finger dexterity to access, enter and retrieve data using a computer keyboard and to operate standard field equipment; frequent bending, stooping, kneeling, reaching, pushing, pulling and lifting to inspect work; frequent lifting and carrying materials and objects weighing up to 25 pounds.

Environmental Elements

The work environment includes: working from heights and below ground or in cramped or restrictive locations; potential exposure to general hazards associated with construction sites including chemicals, fumes gases and odors; occasional interaction with upset staff and/or public and private representatives and contractors in interpreting and enforcing departmental and City policies and procedures.
