Description

This position is responsible for supervising the maintenance of city parks and recreation facilities.

Examples of Duties

  • Supervises the maintenance and preparation of athletic fields.
  • Oversees all chemical applications to ensure compliance with regulations.
  • Maintains irrigation clocks, valves, and heads; repairs leaks.
  • Oversees ground maintenance at the city sports complex.
  • Manages and supervises the maintenance of playgrounds, aquatic areas, and outer parks.
  • Supervises the maintenance of all athletic equipment, including goals, corner flags, pitching mounds, and temporary fences.
  • Inspects parks equipment and facilities and determines needed repairs and maintenance.
  • Coordinates monthly division safety meetings; ensures employee compliance with all safety guidelines.
  • Reviews employee time sheets and signs timesheets at the end of pay periods.
  • Reviews operation/maintenance work schedules, training programs, projects, work assignments, and job progress and makes recommendations for changes to ensure maximum utilization of assigned staff, equipment, and facilities.
  • Maintains and orders equipment, tools, and supplies.
  • Assists with the development and implementation of operations and maintenance programs, policies, and procedures.
  • Inspects and evaluates services provided by external agencies and private contractors to ensure compliance with contract provisions.
  • Trains, develops schedules, assigns work, directs, supervises, evaluates, disciplines and develops assigned employees in the accomplishment of their duties and professional growth-.
  • Assists with candidate interviews and recommendations for hiring and promotions.
  • Operates tools and equipment as necessary
  • Coordinates activities with other divisions and departments.
  • Assists with responding to requests, concerns and inquiries from the public.
  • Investigates complaints and recommendations for corrective action as necessary.
  • May perform more difficult and complex park maintenance duties.
  • Performs related duties.

Typical Qualifications

MINIMUM QUALIFICATIONS
  • High School Diploma, GED, or equivalent.
  • Three (3) years of progressive experience in park maintenance, turf management, open space, horticulture, forestry, mowing operations or related field.
  • Three (3) years of supervisory experience, preferably in park maintenance or related field.
  • Possession of or ability to readily obtain a valid driver’s license issued by the State of Florida for the type of vehicle or equipment operated.
  • Possession of or the ability to obtain a Pesticide Applicator license for limited Lawn & Ornamental and Ornamental & Turf within six months, and Aquatics within year one.
  • Equivalent combinations of education and experience may be considered.

  • Ability to regularly exercise significant discretion and independent judgment for daily operations.

  • Ability to create and maintain an accurate inventory of park equipment.
  • Ability to assist with developing budgets and to approve and monitor expenditures against approved budgets.
  • Ability to establish and maintain effective working relationships with city employees, management and community members.

SUPERVISORY CONTROLS
The Parks and Facilities Maintenance Manager assigns work in terms of very general instructions. The supervisor spot-checks completed work for compliance with procedures, accuracy, and the nature and propriety of the final results.

GUIDELINES
Guidelines include OSHA regulations, Florida chemical application regulations, and city and department policies and procedures. These guidelines require judgment, selection, and interpretation in application.

COMPLEXITY/SCOPE OF WORK
  • The work consists of varied supervisory and parks maintenance duties. The number of special events and programs contributes to the complexity of the position.
  • The purpose of this position is to supervise and participate in the maintenance of city parks and recreation facilities. Successful performance helps ensure safe, attractive and well-maintained parks.

  • Contacts are typically with co-workers, other city personnel, vendors, contractors, and the general public.
  • Contacts are typically to resolve problems, provide information, motivate persons, and provide services.

PHYSICAL DEMANDS/ WORK ENVIRONMENT
  • The work is typically performed while intermittently sitting, standing, walking, reaching, grasping, bending, kneeling, crouching, stooping, pushing or pulling. The employee frequently lifts light objects up to 30 pounds, medium objects up between 30-50 pounds, and heavy objects up to 80 pounds, climbs ladders, uses tools or equipment requiring a high degree of dexterity, talks, hears, distinguishes between shades of color, and utilizes the sense of smell. The employee is required to have visual acuity to perform mechanical, technical, administrative tasks of a non-repetitive nature.
  • The work is typically performed in an office and outdoors, frequently exposed to extreme heat, occasionally in cold or inclement weather. The employee may be exposed to noise, vibration, hazards, dust, dirt, grease, and machinery with moving parts. Work requires the use of protective devices such as masks, goggles, gloves, hearing protection, etc.

SUPERVISORY AND MANAGEMENT RESPONSIBILITY
This position has functional supervision over Parks and Facilities Maintenance Crewleader, Parks and Facilities Maintenance Worker, and other seasonal and/or part-time staff.

PTO Leave: Leave begins accruing immediately. The schedule varies slighter for Fire Fighters.

15 to 19 years: 224 hours
20 years: 248 hours

PTO begins accruing immediately. At the end of the year, any unused annual leave will roll over to the next year. Time will be accrued bi-weekly and shown on each paycheck.

RETIREMENT: General employees are fully vested after 10 years of employment. Employees can become partially vested at five (5) years of service. Partial vesting at five (5) years is 50%, six (6) years 60%, seven (7) years 70%, eight (8) years 80%, and nine (9) years 90%. General Employees are eligible for normal retirement upon the earlier of reaching age 55 and the completion of 10 years of credited service or reaching age 50 and the completion of 20 years of credited service. The amount of normal retirement benefit is based on your credited service and average final compensation. See General Employees’ Pension Plan Summary for more details.

INSURANCE:* Florida Blue Health, Humana Dental & Securian Disability, Basic Life, and AD&D Insurance premiums are paid in full by the City for the Employee. Florida Blue Tiered Family Coverage available but paid by Employee via paycheck. (Blue Option LG Plan 03559 Spouse only $621/month; Child/Children $531/month; and Family $1,188/month) (Blue Option LG Plan HDHP Spouse only $280/month; Child/Children $244/month; and Family $535/month).

Spouse Dental Coverage only $34.85/month; Child/Children $49.31/month; Family Dental Coverage $87.48/month. Vision Coverage available: Employee only: $5.24/month; Spouse only $10.50/month; Child/Children $9.97/month; and Family $15.67/month). Both are covered by Humana. The City also offers a suite of Allstate Worksite products available for purchase.

Note: Insurance coverage takes effect on the 1st of the month following your hire date.
